That was really the only problem I came across.
But I feel that if the stats were overall good-enough, it wouldn't effect that much.
It is a fairly small difference. Especially if the off-hand had the effect of the one-hander rune already on it...

Well, sense they refuse to go "multiple variants" with legendaries, this seems like it could work as a great alternative.

Blizzard has kinda shot themselve in the foot with having a one tank class that uses Agility gear. The quickest and easiest way to solve that would be to make a talant, deep in the feral tree, that lets Druid benifet from Strength.
Of course though, doing that basicly makes Feral druids OP and breaks the game.

Okay, Bizzard says a tank legendary would be too inclusive and couldn't benefit all the tanks, right?
This just hit me:
A one handed sword legendary, able to be equipped by every tank spec unless I'm mistaken. Could be a mace or whatever also, but meh. Anyway, one might say this only works for Pallies and Warriors, right?

As a legendary, this weapon could clearly be given the stats of a TWO HANDED weapon, making it just as viable for all four tanks. Meanwhile, during the quest chain, there happens to be a reward choice at one point.
One is a shield which works in conjunction with the legendary. Obviously for warriors and paladins. The other? An off-hand. A tanking off-hand for Druids or DKs.
Tanks get a legendary, usuable by any tank. Thoughts?
I'm an apt proponent of my omni-weapon idea. A legendary ANYONE can use (the stats change based on the wearer's spec and class).
Edit: This essentially means my Sword of Truth quest line I never made.

Or, alternative, just make it so it rewards one of three different legendaries:
A strength one-handed weapon with tank stats (to discourage SMF from using it). Warriors and Paladins both get this.
A two-handed strength based weapon (probably a sword or axe). Death Knights get this.
A two-handed agility based staff or polearm (honestly, just throw Feral Cat a bone and give this stats that work for both, like Mastery and Expertise). Druids receive this legendary.
These can even be some sort of derivative of the original legendary weapon (as I sort of imply above).

I have no idea if it'd be possible to code, but it would be ideal if a tank legendary was a one haded weapon that could transform into a two handed (stat-wise) if it didn't have a shield attached.
Edit: Issue with that being the two hander tanks differences on wanted stats (Agility druids VS Strength DKs).

Blizzards wants legendary items to be flashy and something immediatelly identifying your character. Unless the trinket provided a special glowy aura, trinkets would hardly be the eye-catch a Weapon is.

would
end up being overpowered for one class or another. Given the fact that the four tanking classes use different stats differently, I just don't see how it'd be possible. It would be much easier to design separate Legendaries for each tanking class, but that would take away the feeling of the weapon(s) being legendary and unique.

Why not just a One Hand (Paladin, Warrior)/Two Hand (Death Knight, Feral Druid) mace with stats equal when balanced around the BiS shield in the off-hand?

The problem with 1-handers for DKs and Druids is, that they both use weapon damage. An off-hand, neither weapon nor standard off-hand, can make up for what a 2-hand does in damage.

I think you're forgetting the fact that there's no mainhand for druids t ogo with that offhand, and that DK tanks use 2-handed weapons.

And what is the difference between using a two handed sword, or a one-handed sword with the same stats?
Since all (blood) dk strikes only hit with the one weapon, they would be effectively cutting their threat in half. Also, 2-handed weapons have more stats than a 1-handed weapon. Giving a 1-handed weapon the stats of a 2-handed one would set a dangerous precedent.

No, it would gimp them so much they would no longer be able to tank. Bear tanks have always used the same gear that feral cats do (excluding trinkets). Show me -any- level 85 leather gear with strength on it.

I agree with the trinket idea. A weapon simply wouldn't work. If they allowed it to give the wearer an aura that augmented appearance, even in Bear form, I think it'd work. But it's extremely unlikely, regardless, that Blizzard will give Tanks a single legendary to share.
