We are overloaded with people. Unless we can colonize Mars, The moon, or the bottom of the ocean, World War 3 is unavoidable, which will end up doing much worse than the proposed plan above. Since technology isn't good for either of those options, we have to trim our population. And why choose the fittest? Because it's the way of nature, and it gives humanity a chance to survive.
There's no set number of people per km sq at which point you draw a hard line and say 'this is what the planet can sustain' or 'this is how many people will set off WW3.' It depends entirely on the available technologies, which are always changing. Rome was probably suffering from water shortages due to 'overcrowding' until they built a vast aqueduct network. Suddenly, there weren't too many people in Rome anymore,
despite the fact that the population did not decrease.
People have been moving to cities more and more throughout human history since there
were
cities. As agricultural technology gets better and better, cities can sustain more and more people. There's no set ratio of farmers to city dwellers where you say 'right, that's it. We're out of food for the city so its population can never ever grow again.' Someone just invents the combine harvester and the city's population doubles in a century.
That, I think, is the point that people miss when they say the planet is overcrowded. They may well be right, but the only solution they see is to reduce the number of people on the planet, when all of human history tells us that increasing the upper limit that the planet can sustain works perfectly well.

Not to argue semantics but this question is meaning how to make earth a better place for mankind :P
I would say...nothing. Maybe have all terrorists killed immediately, so that world terror in that respect is eliminated but I'd be too concerned about killing the wrong people etc to realistically go through with it!

I think the aqueduct system was built for fresh water, not an increase in it :D
