Every law can be repealed. I'm not sure why you would assume otherwise.
Actually, if the issue is resolved by a ruling of the Supreme Court defining "marriage" as a Constitutional right (as has occurred in roughly 14 rulings previously), but more so that the institution cannot be restricted based on the gender of the individuals consensually entering into the marriage, then it cannot be repealed, nor can any individual state law be passed to block it.
At that point it would take on the same status as interracial marriage.
The only way it could then be "repealed" would be revolution.
There are several ways that it can be done. The Supreme Court can reverse it's own rulings, Congress can strip the Supreme Court of appellate jurisdiction in the given area, Congress can just rewrite the law, the Constitution can be amended, or finally the President could just refuse to enforce the Court's ruling. All of these things have been done, and I'm not sure why you'd assume they couldn't be used in the future.

I said no, as it is their choice to do whatever the hell they want. By saying yes, I would be implying that I flat out disagree (which I do to SOME degree, but not COMPLETELY) and think they have no right to dress in such a way, etc, meaning they have no effective choice to dress how they want.

Just to note - the question isn't about whether you should be able to tell a girl how to dress, or anything like that. Just whether they ought to or not, in your opinion, noting that they can still do whatever they want if they feel like it.

Should we have strict dress code laws enforcing it? Of course not. I like basic decency laws (just imo) I think nudist colonies are all fine and dandy but I don't care to live in one, I prefer that nipples, cracks, and guy's danglies all be required to be covered in public, in fact I'd PREFER a lot more coverage than that but I personally feel that that line needs to be drawn in the sand (I guess I'm in favor of sheltered children you could say).
I tend to doubt the line about women who dress provocatively being targeted by sexual predators, and I think that any law enforcement officer saying such a thing to/about/around a victim of sexual assault should be reprimanded harshly (regardless of if they believe it they should be supportive of the victim, it could also hurt their case if it causes the victim to lose faith in their civil servants, and well really, who needs that haven't they been through enough without you spouting your personal feelings about their wardrobe around them?) Imo sexual predators are sexually abnormal and what they are seeking isn't really sex at all, other than some having a specific type of person they victimize I really don't think a person's looks plays into it much at all.

There is something I don't quite understand...
It's a perfectly good point. He likes knowing who's approachable, and it lets him know who's easy and who isn't. He never said that you have to dress &*!@ty to be hot. Honestly, I prefer non-*!@#ty girls, but that's probably inverse causality. (Girls I like don't dress $%^&ty, not I like girls who don't dress &*!@ty.)
