As a Cat, I traded out my 353 Head and Shoulder for the 371 PvP gear. The gear alone is about on-par with the 353's, but the +70 Agility 2 piece bonus pushes the PvP gear quite a bit ahead of the ZA gear. The same basic reasoning applies, Agility is so much more powerful than the secondary stats, the huge Agility advantage offered by the set bonus and item level is enough to offset the lost secondary stats.

Yes, Bears can get a lot of mileage from PVP items because the most important stats for us are not the secondary stats. It's all about item level. Higher item level gear has more armor, stamina and agility, all three of which are vitally important to us. (PVP weapons also have a higher dps value, another boon -- more damage: more threat) If the PVP piece is at the same item level as whatever PVE piece you have available to you, then yes, the PVE piece will be better b/c it will have something in place of the resilience. But for the comparison you made, the PVP piece is quite obviously better. Comparison (with socket bonus added in and resil left out):
PVP piece:
59 Agi
89 Sta
195 Mastery (4.25)
114 Armor
The 353:
205 Crit (3.81%)
192 Expertise (24.97)
Mastery is better than Crit or Expertise, but for purposes of simplicity, let's just say the Mastery and the Crit cancel each other out in this comparison. That means:
PVP piece:
59 Agi
89 Sta
114 Armor
The 353:
192 Expertise (24.97)
Anyone that tells you 192 Expertise is better than 114 armor, 59 agility and 89 stamina is just plain wrong.
