There is currently a known issue with the launcher.
As far as I know the only work around it to go into the Wow folder and run the Wow.exe file straight.
I've tried running the repair.exe a couple of times and it will allow the launcher to work once, maybe twice, then back to the same problem.

Operating system (Windows XP, Vista, etc).
The only one I know is WinXP.
If you go to the start button and then My Computer.
A page will open. Up top there is a button that should say "Folders" click that.
On the right you get a "directory tree". You will click to open the "Local Disk (C:)" (hopefully it hasn't been renamed.)
Next, click on "Program Files" (there is a little + that becomes a - when the "tree" is open).
Scroll down until you see a folder called "World of Warcraft".
Highlight that folder. Then you will see in the window on the right a list of folders and files.
Look for the file that says Wow and double click it. This will open Wow by bypassing the launcher.
There is a danger with doing it this way, because the launchers helps protect against keyloggers and other malware.

If you use another OS, you'll have to ask someone else for the specifics.

I imagine that, if you turn off the launcher (once you get the WoW login screen up), you should probably be able to avoid this problem again until it's fixed.

You're gonna think i'm retarded, but I still can't figure this out.. I don't think this is going to work.. lol. :/
I'd bring up Windows Search and type in WoW.exe, then double click on it once you find it.. This
should
bring up the login screen, not the launcher.
