ok i have a question to ask on this (sorry is a bit of a necro but time has been short so i have not been on lately)
if i was to do this, where would the home town of the half-ling be, SM or ORG

Please don't do this.
Most certainly not Silvermoon, or Orgrimmar for that matter. One, the idea of the character being born out of rape completely goes against the New Horde's philosophy of honour and tradition. Two, halflings are viewed by orcs, for the most part, as weak little runts. This idea of being 'too weak' is probably stronger under Garrosh's rule than it was under Thrall's.

i am thinking of it, it seems sorta like an ok idea, heck of a challange to pull off, as i will actually have to set up brothers and all to fight and protect him from those who would have nothing to do with him other than shun/kill and one hell of a story i would have to follow, maybe not shammy though, warrior/rogue maybe. so i am guessing lodging in ghostlands, still somewhat close to family, but far enough away you can stay outa sight

Furthermore, by making that character you're automatically restricting the roleplay that you are likely to get. Not only because of in-character prejudice, but also because of out of character pre-conceptions. It seems that most of the time, roleplayers choose something like that for attention - so that their character is "special" in some way, and I can tell you that having a #$%^ed up backstory is
not
what makes your character. Therefore, you've already limited your RP

actually i dont want attention with him, i like challanges, but also seems like it is something that would have happened a bit diring the wars but no one is willing to show properly

Because what's the point? If you do it right, and he's tucked away from society, you're not going to have very many, if any, fresh opportunities to roleplay with him, in regards to the wider community. If you do it wrong, you'll end up going to a roleplaying hub (Silvermoon tends to have some roleplay happening at most times, on most servers), then you know you're doing it wrong and will be shunned on an IC basis, and likely on an OOC basis as well.

ok i see your point, can be done but maybe not all fulfilling, though i am sure that if i was to stage a scene i could do something, what about the other side, a say night elf and a human, or high elf and human would they be as bad off

Um....not really; humans aren't considered adults till at least 16 in Azeroth, and NE's aren't adults till 110. Most of the half-breed races are a mix of the two for when they are considered adults.

I understand the adult thing, but training to be, say, a warrior or mage would begin much earlier.

Yes; training under the watchful eyes of their fathers, not off wandering the world, fighting against things 2-5 times bigger then they are. And at 10, they would probably just be learning how to pick up and use a sword.

I don't understand the
need
to make a half-breed. Half-elves (that's half high elf half human) aren't all that common, despite the Windrunners falling for anything without pointy ears, and are viewed with less disdain my mankind than by their elven parents, but this doesn't mean they settle in Stormwind and everything's all daisies and sunshines and rainbows. Because of the official elven departure from the Alliance, many humans may be uneasy around what is viewed as 'untrustworthy'. Half-kaldorei, as has been said, at the moment doesn't really work at all. Furthermore, there are racists who may disagree with cross-breeding of different races.I understand the adult thing, but training to be, say, a warrior or mage would begin much earlier.
The training for a mage at 10 would probably consist of a hell of a lot of time sat in a tower, reading. Not swanning off for some magnificent adventure. ;)

off springs, i was wondering if this may be the case for
Blood elf/human
as for a small time they were allied
