I actually did try to do something like this when I redesigned Hunters.
In the end I kinda scrapped it and gave Hunter pets a better talent tree, etc.

At first I was like "bleh," but then I was like "...interesting." There's certainly a lore precedent (Rexxar), and it would be kind of neat. I like the ideas people have mentioned so far.
As for Cialbi's concern about lacking a gap closer, if they were to redo Beast Mastery into a melee role the tree would need considerable modification wouldn't it? They could just add a new gap-closing ability to the tree, or make a talent that replaces disengage with something like Heroic Leap. Either way they would probably want it third tier or higher to put it out of reach of the other specs. Or if they really want to be lazy, just make choosing the BM specialization turn Disengage into a copy+paste of the Goblins' rocket jump racial.

I personally would be in favor of this redesign; the marksmen and survivalists among hunters can specialize in ranged combat and trapping, respectively. while the beastmasters specialize in maximizing the effectiveness of the beast that they have so laboriously trained and bonded with. I think that's actually how Beastmasters operate in WoW lore - the beast fights right beside the master.
My biggest reservation would be that hunter PvP, which is centered around kiting, would be a complete toss-up. Disengage would become very tricky, with beastmasters having to face away from their enemy in order to close the gap between them (when fighting a caster or another hunter). Without that, we would be lacking a gap closer of any sort (no, AotC with Deterrence active doesn't count; that's just a waste of a CD).
EDIT: It would be a simple matter to make incentives that strongly favor BM hunters continuing to use two-handed weapons; just make the mechanics of their melee attacks favor a slow 2-hander, and offer no compensation for the accuracy and damage penalty incurred by dual wielding. Besides, if enh. shamans and rogues want to whine about BM hunters taking their weapons, they can just stuff it and be grateful that MM and SV hunters were effectively shut out from one-handed weapons in Cataclysm

Really now? Thought it's still best stats possible for PvE and dual wield with weapon chain for PvP.

The idea is that for PvP, you use a weapon chain to reduce the duration of disarms used against you. With a 2-hander, that means no +agi weapon enchants, period. While dual-wielding, you can still use one of the WotLK +agi enchants. Thus, if you had two one-handers with equal stats to a given two-hander, using the one-handers would be better for PvP.
However, it was pointed out that there isn't actually a practical benefit right now; the two-hander weapons we have available are superior to the one-handers such that one WotLK enchant can't make up the difference. Also, next patch will remove the weapon requirement for Deterrence.
@Interest: I said that because the Cataclysm enchants for 1-handed weapons are very specific in their exclusion of hunters. That to me says that Blizzard doesn't want hunters to be sharing endgame melee weapons with enh. shamans and rogues; we are meant to only share melee weapons with feral druids now. It's a bit of a surprise to me that hunters even kept the ability to dual wield, actually.
Alright. Makes more sense.
Also, even with the removal to the requirements for Deterrence I'd probably continue to use a weapon chain. Being unable to deal damage for 10 seconds is no fun.

Yeah, it doesn't sound all that complicated. Just add a baseline talent for choosing the Beast Mastery talent tree to replace the word 'shot' with 'strike' in all our abilities and voila:
Arcane Strike, Cobra Strike, Multi-Strike, Kill Strike, Concussive Strike (owwait, we have that already; it's called Wing Clip), etc...
And Disengage becomes...
Engage
, causing you to leap
forward

Melee makes sense to me. They're Hunters, not Rangers. Maybe Night Elves are more suited to ranged combat in terms of their history, but Orcs and Trolls are an up-close-and-personal kind of race.
It's only right that Hunters are given the ability to do significant melee damage.
Dual wield, with a Fury Precision-type passive talent and a wealth of 'Strikes' to go along with Raptor Strike. I'm thinking Rambo 1 in the forest, taking out all those cops with woodcrafting traps!
Actually, Rangers actually do have a melee specialization.

ok if BM was changed to sole melee damage, that wouls fit, but as others have said make the pet you have change set things, like if you have a bear out you cause threat per hit, that way hunter may OT if needed, or if the have a cat they are able to deal DoT damage, make the pet inmportant

They don't even deem the pet spawning bug (not making pets despawn when mounting up on ground mount, just like how it works in arena would fix 95% of the problems related to this issue, this is something that actually can be fixed by a bloody switch)
Complaining of which, rumour has it that pets no longer despawn when mounting up in battlegrounds. I do hope this is correct, pet dying because I dismount at the wrong place has caused me quite a lot of grief.
Although, I don't know if they despawn when mounting up in Tol Barad, I hope they won't, it's just as much of an issue there as it was battlegrounds.
Frankly, I don't get why they couldn't just make it so the pet don't despawn at all when using ground mounts. They removed loyalty/happiness, there's no point mounting up to prevent your pet from losing loyalty/happiness anymore, so I don't really see a good reason why the pets should despawn in the first place for ground mounts. I like having my pet run beside me :s
Also, we're apparently no longer allowed to carry the flag while Deterrence is active (I'm not surprised, slightly disappointed since we don't have many other decent options to reduce damage taken for a while, but I guess it wasn't fair that we could run around with the flag in our mini bubble either).
I wonder if they made Camouflage break when you pick up flag, I've tricked myself more than once by picking up flag while Camouflaged, run some few meters and then discover that I involunteerly dropped the flag just after I picked it up.
Correct. This has gotten a ghetto fix of the "old school" pets running alongside the mounted owner. Good ol' times eh?
The problem, of course, is the pet is subject to being attackable. At least it doesn't get one-shotted anymore.
Oh also, this only occurs in Battlegrounds and Arena from what I've seen.
