I think small animals are fine but plants are a bit of a stretch (discounting lashers, trents, and ancients).

Eh, I think only things with minds can become Nobodies(as seen by the fact that all Nobodies are humanoids), and to become a Heartless, they need to have some kind of mind to actually cause them to be targeted.

All cells have some equivalent of a 'heart' though. So by plucking it out, you should end up with a heartless at the least.... (Could just say the plants are taken apart cell-by-cell)
And they do have a mind; the nucleus.

And I could see Nobody Raptors, but that's about it from the WoW animals.

And I don't see that...at all, since if that happened, there would be billions upon billions of them in KH everytime a Heartless takes a single step.

Except the heartless wouldn't be trying to convert them. As they are too minscule to care about usually. The Creep is specifically ordering that every living thing in the entire barrens is turned. Every bug, every Thunderlizard, every orc, raptor, tree, lion, everything.

The spirits of animals always have things to say, even if they don't say it in life.
I think there needs to be an intelligent level to the Nobodies... or at least, it seems that way; the wolves and cats of WoW act like the real world versions for the most part after all.

Which is just useless over kill, since a lot of them wouldn't be very good for fighting.

they act like it, but it seems like they're smarter than taht and they act like they do because it's 'their way' or so.
But unlike the Raptors, who are shown to have primitive villages and the like, you don't see that from the others.
Throw five trillion gnats at a trained soldier and the gnats will still win.
Maybe by choking the guy if he has no protection around his mouth and nose; of course, all the soldier needs is a strong wind or something capable of producing flame to roast them all in one go.
