I was skimming EJ's Ret guide recently, and they suggested blowing both simultaneously, but this seems to run counter to advice I have seen here previously. Unfortunately I don't have a high enough level Paladin to test it out myself, but it seems to me that the priorities needed to make the most of either cooldown would conflict, wouldn't they?
As I understand it, if you have the
Sanctified Wrath talent, then whenever
Avenging Wrath is active, you would want to use
Hammer of Wrath as much as possible. On the other hand, while
Zealotry is active, you want to use a
Templar's Verdict immediately after every
Crusader Strike . My hunch is that these methods would get in each other's way.
This is all taking for granted that you would have
rank 3 Sanctified Wrath, so that both self buffs only have 2 minute cooldowns. Also, EJ said that even with
Sanctity of Battle it's not currently feasible to lower Crusader Strike's cooldown to 3 seconds via Haste, and since I don't know the math behind how Haste lowers cooldowns I just ignored that factor when trying to think through the simultaneous use priority. What I came up with is that by the third Crusader's Strike (see below) it's coming off cooldown at the same time as Hammer of Wrath, would that be correct? I mean, that's sort of the point of learning a priority scheme, I know, but it just seems off to me to see so many conflicts between the main abilities of either buff.

Lastly, I'm assuming that for things like questing or clearing trash spreading the buffs out so you have 20 seconds of boosted dps every minute is preferable, and that using both for 20 seconds and having to wait a minute and forty seconds is only really meant for boss fights and PVP.
TLDR: Is it better to use both cooldowns at the same time or to alternate every minute (from a priority/"rotation" basis), and if it changes depending on what kind of fighting your doing?\
PS. If alternating, I'm going to guess that you want to use Inquisition with Avenging Wrath since HoW is Holy damage while CS and TV are both physical, right?

Always keep Inquisition up, and it will help your DPS, even on CS and TV,
- but try to avoid using only 1/2 Holy Power for it.
As for AW and Zealotry at the sametime, it depends on the situation, if you're bloodlusted, I would avoid using both, since the haste increase will mess up the rotation alittle, and since bloodlust is 40 seconds, you will be able to first go AW, then Zealotry, or the otherway around, depending on the fight / trinket procs / trinket use / pots.

Inquisition is the absolute main priority, you will loose a ton of DPS if you skip it and use a TV instead of renewing your Inquisition. Unless ofcourse you get lucky and get a Divine Purpose proc.
