Save your trinket for Deep Freeze. If your brother is holy, have him spam dispels onto you/use freedom.
Frost = no dots so vanish doesnt require a cloak in advance. Shadowstep blinks if you can. Deadly throw is useful, use it.

Sub rogues are one of the few class/spec that make frost mages cringe. Just dont Cheap shot or Kidney shot. Use Garrot as a opener or Ambush. Just remember that Garrot silence suffers from Diminishing returns so dont use it every time.

As sublety, you have the best chances, you will have to save your shadowstep for his
Blink
. Never stun him, just burn him down as fast as possible, if you make him use his CDs early then he is pretty much f*ed up. I would Prem > Rec. > Ambush as an opener and burst him down, crippling and mind-numbing are the poisons to go. If you make him use Ice Block and then you make him blow his Blink, that's your window to use Shadowdance and spam Ambush until he is screwed (as long as he has
Hypothermia
and cannot recast Ice Block thanks to
Cold Snap
). You would want to gouge him right after his Ice Block disappears, that will give you some time for your shadowstep to go off CD and an extra CP.
As combat, the talent
Throwing Specialization
is your best friend. You will want to open with garrote (luckily glyphed), and burst him as fast as possible. If you make him use Ice Block and then you make him blow his Blink, that's your window to use killing spree and/or adrenaline rush and burn the b*tch down (as long as he has
Hypothermia
and cannot recast Ice Block thanks to
Cold Snap
). Mind-numbing and wound/crippling would be the best options. If you have
Improved Gouge
and his pet is not attacking you, that will give you enough time to re-stealth and garrote him again, mostly right after he used Ice Block (that won't happen frequently though).
As assassination you will have a hard time, you will have to choose the exact moments when to blow your CDs specially CloS, smoke bomb, blind (luckily glyphed) and combat readiness for survivality (just like the other 2 specs actually). Open with garrote, burst him down, timing a good kick will be decisive. Remember to always save your trinket for
Deep Freeze
. A talented recuperate might be the key to win. The only window to stun him is if he has Hypothermia and he has Blink on CD long enough for the whole kidney to take effect, this is also the best time to blow some offensive CDs like vendetta and your trinkets.

Sorry to doublepost, but I forgot to say you will want your brother to spam Cleanse if he is holy and dispel all roots and snares. He may even cleanse more than rather doing direct heals.

If you still have trouble after all these "good Tactics", then let me say something, first of all pop cloak as often as pos, and i dont mean use everytime it cds, i mean even if its only frost bolt slow, if you dont got shadowstep, sprint + cloak goes a long way, and even if your bro is retri make him use, HOF on you and also use cleanse often, + force him to change spec :P the only good comment on this page(beside mine ofc) is Tartonga's comment, just wanted to say that.
Yeah, then the Frost Mage could use Freeze and Deepfreeze right after because you just popped one of your best CDs against him.

Only thing you can really do is to force the mage to use his blink and block as early as possible. Trink out of deepfreeze, and use cloak only if you REALLY need it, the slow isnt too bad, especially if you take waylay. Unless they have a healer friend, they cant heal and the glyph for ivocation wont help cuz you can stop that easy. Deadly throw despite more of a combat usage, DOES help to a degree, it slows, and can put a poison (deadly in my case) on the target. CoS is meant on if you REALLY need to drop something off of you to live. I.E: a frost mage is slowing you, so that warrior can beat on you....and if you don't have blind/dismantle/gouge, or your bro cant help ya, then CoS then sprint, otherwise shadowstep is more than enough to move about.
And while i agree that CoS is a great cooldown that should be saved for the life saving/last ditch or absolutely necessary times. You shouldnt be afraid to use a few cooldowns either.
...and garrot is indeed your friend, and stuns are good to force them to blink for your shadowstep...

He is gonna Blink anyway, so I would recommend you to spend those CPs in an eviscerate or something worthy, or if you want to stun him, wait after he used Blink and has no Ice Block.

There have been mages who waited until the last second to use it. And by stun i meant cheap shot. Usually most mages will blink after the first cheap shot you put out, allowing you to shadowstep then kidney. And so far in arenas most mages dont block until they are in dire need to. But either way, cps arent an issue, if your subtlety anyway. You or your partner cancrit on farting and you gain a cp

Well ermh...deciding which opener to use is up to you, but I would ambush, because he will probably blink anyway and after that shadowstep then kidney.
