Spell-hit changes and DW hit-cap?

I wanted to start a discussion on whether it's worth the three % hit to become spell hit capped for DW Frost. In my opinion, yes, I quickly found out after switching to DPS for Magmaw and Val+Theral that hit cap is extremely nice, and one bad case for RNG and mess up your DPS quite a bit (i.e. Outbreak missing, which happened to me three times in one fight) and especially with it's damage buff coming out next patch gives Howling Blast a 100% chance to hit so no using Frost runes for Frost Fever because your Rime proc missed.
Other thoughts?

He understands this; hence his first sentence says "three % hit to become spell capped."
That said, I would go so far as to say it is probably more worth it come 4.1 where the BotN change will alleviate some GCD stress. In the 4.0.6 environ, I can see it being worthwhile, but I believe the same logic against it exists still.

Melee hit and spell hit require different amounts of hit rating per 1%, so after hitting the special attack cap you are only about 2% short of the spell hit cap. This means it's less of a dps loss to go for it than it seems, so if you fell like you miss crucial spells, than by all mean do so (just make sure you look at your spell hit chance so you don't over do it).
