Does haste affect recuperate?

I was just wondering, since haste now decreases the time between ticks for HoTs and DoTs does haste also decrease the time between ticks for recuperate?

Haste only makes spells tick faster. Recuperate, Rupture, and Garrote fall into the realm of 'ability' as far as Haste is concerned so they don't tick any faster at 20% Haste as they do 0 Haste. Deadly Poison, even though poisons are counted as spells damage-wise, doesn't tick faster with more Haste either.
Druid bleeds, Hunter bleeds/poisons, and Death Knight diseases also don't tick faster as far as I can tell.

There was a very little period in which Blizzard made all dots scaling with haste.
It was so OP it got scrapped from game the day after.

In fact, only caster classes' dots benefit from haste. I know warrior's dots and rogue dot/hots don't benefit from it. I'm pretty sure hunter's dots don't either.
