What is the best class to avoid XP?

Howdy, all.
Now, I know what you are going to say - there's a way to avoid XP by paying 10g to Behsten/Slahtz near your faction's supreme commander and what I say to you: I know that already. I use that when I hit milestone levels (20, 25, 30, etc.). I would use it more often, but 10g + 10g is a lot.
I also know the basics of which classes are the best to avoid XP, but I'm wondering if I'm missing anything and which the best of these is.
Beast Mastery Hunter - You can have the pet do all the dirty work on the trash mobs that you encounter between Quest A and B. With Intimidation and Kill Command, you get a lot of damage done there.
Demonology Warlock - I honestly don't know a whole lot about this one. I know you do get quite a few different demons to summon at your perusal. Is there anything of note for me in this class?
Retribution Paladin - This is probably the weakest in my opinion, since you don't get Retribution Aura 'til 25.
Enhancement Shaman - Between the Lightning Shield and damaging totems, if I don't attack the targets at all, I don't get XP.
Druid - Thorns is the biggest plus to this class for avoiding XP, as well as Entangling Roots.
I really don't want to be flamed, so if you don't have anything constructive, don't say anything at all.

Sorry about that! I want to avoid extra mob kill XP because it seems like we level so quickly anywho...
Rogue is a good idea too. Would Subtlety be the best spec for that class?

If you want to do quests for effective levelling, leave a zone when quests turn green.
If you want to do quests for storylines, don't worry about out-levelling a zone.

The problem is is that the green quests still give XP. It makes it so that I will never have a challenge, because just when I'm finishing one green quest, I'll ding and it'll make the next one green too.

Rogue is a good idea too. Would Subtlety be the best spec for that class?
For general leveling you're probably going to want to go combat but if you want to help yourself avoid extra mobs as much as possible your probably going to want to go Subtlety for abilities like
for bonuses to stealth and vanish.

Sorry about that. I'm at work at the moment, so I'm a big fragmented.

I don't want to level effectively though. I want to take as long as I can and that's why I plan on freezing my XP every few levels. I'm just asking for a class that can help slow me down XP-wise while I'm NOT frozen. I'm freezing my XP so that I can go to the different zones for my level (Loch Modan, Darkshore, Redridge, etc.) and do all the quests there.

Extra clarification: Why waste the gold on XP locks if all you want to do is see the storylines to completion?

Some sense of challenge... I don't like the idea of blinking my eyes and an army of foes disappears. I want to try to be able to enjoy the game at a good pace. I also want to work on my crafting and do dungeons through the LFD feature to learn my respective class.
Since Blizzard doesn't give me the ability to stopper my kill XP, this is how I'm trying to go over that.

Hmm, I cant answer your initial question, but I can say this. Hunter is a no go to be honest. Reason being is because if your pet kills something but you dont get at least one hit on the mob you cant loot them. So for quests like "go kill 10 of this and bring me this thing they drop" it would be impossible to finish.
note: im speaking from experience when i was a hunter, which was way before the 4.0 patch. So that may have changed.
