Most likely, but the best crit % is at 100. But since that won't happen unless some mechanic in a raid or instance does that for you.
Right now most people getting 40% crit when raid buffed, or so I hear.
Should have haste to soft cap so when raid buffed it reaches the 12.5% for the extra tick on the DoTs. Hit at 6% for heroics and 17% for raids and don't worry about mastery all to much. It should go something like this:
Int > hit (6% heroics/17%raids) > haste soft cap > crit > haste > mastery
Reforge mastery to hit if not at cap, if so then to either crit or haste.

Nathanyal is on the money.
In mostly heroic gear, the paper doll crit will be about 25% with glyph Molten Armor and all heroic dungeon gear when properly reforged. With a good amount of raid gearing, that number will reach around 30%.
The additional 10% crit Nathanyal is talking about will come from Critical Mass/Shadow Power, and a 5% crit buff from whatever classes that bring it.

To confirm: the haste soft cap is 512 if you picked up Netherwind presence and you have a 5% haste raid buff (shaman totem, boomkin, spriest).
The soft cap is to get 1 extra tick of your dots.

If I read correctly, value of haste has risen due to Ignite Munching and the Mana reduction to fire spells
