What's different in 4.0.6 that would suddenly make you want to drop PW:B? I've looked over the patch notes and don't see anything regarding changes to the spell.

I dunno about that, but Power Word:Barrier actually seems pretty powerful if used in strategical points.
If you are kiting a player around a pillar, smart use of PW:B will cover the entire pillar, and you have 10 seconds of great survival increase there. If you're on Dalaran Sewers, casting it while on a corner will allow you to LoS the player if below, of simply go down if you're on the upper level. It can cover quite a bit of space in the middle of that undercity arena, too. The pillar thingy also applies to Ring of Valor.
Although you obviously can't use it in the open - it just won't do the trick - correctly used, sonds like a fairilly powerful spell. I'm pillar hugging for a great deal of my matches anyway, and even when I'm out in the open, I'm throwing instants to get to the other pillar - or I'm not in danger if i'm mana burning/assisting a nuke.

You are also forgetting that it's off the global cooldown. cloudp seems to have the right idea about when to use it.

Pillar humping isn't used for that. It's used to avoid Line of Sight. Priests have exactly 0 snares, they cannot kite anything unless actually assisted by their partners, and this isn't always practical. A priest should only run into the open to go offensive or to help his teammate that is just too far away (Shouldn't happen with good coordination anyway). A Paladin isn't spamming Hand of Freedom to get out of a melee's range into the open, they pillar kite as well. I don't understand your point.
There's no melee character that won't punish you severelly from being in the open; DKs will simply Grip you, Ferals/Warriors will charge at you, shamans will snare you. Paladins are the exception, but it's not like any class has a hard time kiting a Ret anyway. By LoSing with the pillar, you deny them some white hits, you dispel their slows and they can't reapply them immediatelly (you'll LoS it), and you can actually get some non instant casts off. Not to mention, it's simply harder for the melee to keep track on you if you're running in circles around pillars. And you'll be at the mercy of the meleer's partners.
If anything, the 4s snare suppression will emphasise your kite ability around pillars even more. Not make it weaker. It's not like Snares were ever a Priest's biggest issue in getting from point A to B defensivelly - 40yds heals are very significative - your true problems were always true CC, not simple root effects.

I still don't really think there's an actual issue with the spell. It's a lot more skill based and hard to use, but not exactly flawed enough to be worthless. Just as there are weaknesses to it's stationary behaviour, there are strengths to it: You tap the place where you cast it. The enemy won't want you there. That case can be used to your advantage as well.

We try to get away from melee?
I thought we tried to kite them out of LoS of their own healer so that our DPS could ruin them.
This made me giggle.
