As long as the gear has both int and spirit, yes int>spirit. Int not only increases our max mana but also our spell power and crit chance, and I believe int is also a factor in determining our regen.

Unfortunately you have not found a definite answer because there is none.
Best I've heard it said is this (more or less): If you have enough regen to make it through a fight, int is more important than spirit. If not, spirit is more important.
Intellect is now our main throughput stat. Spirit is pretty much our only strong regen stat. Intellect helps regen slightly, but if you're having problems with mana and (as far as you know, of course ;)) are healing properly/efficiently.. you need spirit.

Are you leveling or talking about end-game?
Leveling: Best to just grab whatever piece will give you the highest combination of the two stats.
Endgame: Almost every piece of gear which has int on will also have spirit (trinkets are the exception)
By this stage you should be able to balance your stats so that you can finish a fight suited to you, be that raid encounters, normal instances or heroics.
To an extent Int / Spirit is apples and pears, one is throughput (int) and one is regen (spirit)
Don't forget that you also get mana back from int via:
- Replenishment
- Shadowfiend
- Hymn of Hope
- Increases the impact of spirit (best check on this, not sure if true in Cata)
Generally speaking though, if you have the choice for instance to gem/enchant intellect vs. spirit
in equal values
pick intellect.

You should never really be in a situation where you have to choose between dropping intellect for a bit more spirit. Assuming that you're going
UP
an ilvl, or even sideways to the same ilvl, intellect values should be standard across the board.
Higher ilvl = higher intellect
i.e. one pair of 346 cloth pants should have the exact same intellect value as every other pair of 346 intellect pants. The only stats that will be different are the secondary stats. Even ilvl 316
greens
have the same primary stat values (armor, stamina, intellect) as ilvl 316
blues
.
So the real choice is between secondary stats. Are you willing to sacrifice a chunk of Spirit for some Haste, Crit or Mastery? Well, that depends if you find yourself starving for mana or if you're finishing even the longest raid fights with a lot of mana remaining and without even using Shadowfiend.
But how do you know if you have enough if you haven't even stepped into a raid yet? A simulator like Rawr could tell you (if the HealPriest module was working...) or your other option is trial & error. If you want some advice, try to get about 4800 Intellect and 2300 Spirit (as Disc) or 4000 Intellect and 2500 Spirit as Holy.

As Disc I tend to only go for socket bonuses of 20+ intellect. In my weight scale, I've got intellect at 2.5 and Spirit at 1.3. So in the example you used above, I would ignore the Spirit socket bonus and just gem straight intellect.
