My main issue right now is that it needs a GCD.
If I can spare that GCD then there is no emergency so I don't need ToL anyway. If I can't spare the GCD without running the risk of having a dead tank then I can't shift to ToL.
That's why I only use it preemtively when I know that there will be a lot of group/raid damage and I can go into LB spam mode. But I haven't healed that much in Cataclysm yet so there might be better uses for it.

I rarely use it, but if I did, I think LB spam mode would be the way I would use it.

I found it useful to wrath spam in ToL while waiting around for something to actually heal. Did 5-6k dps with just IS and Wrath spam last time I did it :P

The problem with theorycrafting ToL is that you assume that it is like a DPS CD. It averages out to 3.2% healing, so therefore it is a 3.2% healing increase. If, in fact, you need a 15% boost at one point in the fight, but not for the rest of the fight, then ToL is what keeps you alive.
Tree offers more than the 15% buff, or the mana savings (with 5+ LB's going I can almost spam RG and have them all be free). Instant regrowths (no HPCT increase, but allows healing on the move better), increased power on WG (even better through Mastery), and increased survivability (armor, it helps on fights like Lockmaw where adds will focus on you) make it very attractive.
"Our defining ability is now just lifebloom spam." Lifebloom is a very powerful heal, it is just limited to one target. Allowing us to get it stacked on multiple people is very powerful indeed. Imagine if a warlock had an ability which would let him stack multiple applications of Bane of Agony on the same target. It would also be uber.
Oh, and ToL isn't our defining ability - it certainly didn't define us in Vanilla.
