Why should he dial back the expertise for hit and crit? Personally i find it extremely annoying when my yellows get dodged. Sure more hit and crit will be a dps gain, but with bad luck, he can do really low damage without the expertise softcap. Hit to 5%>Expertise to 26>strength>crit>more hit>haste>mastery i think is a good way to gear/reforge.
In guild runs (No real raiding yet, hcs and WOTLK raids), as SMF i am currently topping the meters in most fights, i get beaten by a survival hunter now and then but no other class gets close.
I use similar specc as you, but smf instead of TG. 2/3 Incite is nice, but rage-free pummels are also nifty. Youll lose dps with your specc, but gain rage-free pummels which is nice in HCs.

With such a low hit rating, for any warrior, it poses a huge problem for rage generation. 5% hit is WAY below what any warrior should ever have as Fury. 14-15% would be ideal for blue status and then working with Expertise. All of this eventually scales with better gear for sure, just like all the other new tiers of gear. We are pretty gear dependent. We always will be. We can't avoid it unless Blizzard just makes us powerful from the start without the top notch gear.

We had 5% in WOTLK (well 8% but we get 3% for free). We had a bug with heroic strike+cleave then making our offhand swings automatically hit. Beyond that hit was pretty much useless except in the first few seconds of a fight when we didnt have rage for hs/cleave.
8% Hit (5% from gear) is most important of all, but beyond that, i cant see why more hit (which only affects white swings) would be more useful than expertise (which affects both white swings and yellow swings).

The reason being hit is more useful right now than higher expertise is because without those white hits you wouldn't be able to do yellow hits. You need decent hit to get adequate rage generation so you can fully do a rotation or faceroll the keyboard to get better yellow hits. Granted I try to balance out a decent hit rating with expertise with the gear I have currently but that can change with more gear.

But expertise increases your rage generation just like hit does. Expertise to the soft cap is more important than hit past the soft cap.

A: Get 8% Hit (including Precision), 26 Expertise. After that, Strength > Hit (up to 27%) > Crit > Haste == Mastery.

Mastery is being buffed because it's terrible for fury right now. The buff is most likely not enough to make it a really nice stat, though it could very well demote haste to "the stat that must be avoided like the plague".
