it seem to be so for me. but am realy low geared still (only my alt).
and running HC`s with my druid with a paladin tank that has good gear and he has less HP compared to warrior/DK`s.
Bears are in general nurfed for tanking..
but this is only my personal oppinion.

I wasn't too learned of Warrior tanking talents pre-4.0, but as far as I know, at this point there is nothing passive that would give a warrior more stamina than a paladin. (Besides maybe a negligible difference in base HP.) What you're likely witnessing is a difference in gearing styles, and not a balancing problem. (Possibly you're seeing warrior/DK tanks who think it's still ICC and are still stacking Stamina like no tomorrow?)

It should all be roughly equal with exactly the same gear/gem/ench... All tank specs get passive increases in stamina for spec'ing that way and wearing the 'correct' armour types:
Pala's -- 15% from prot. and 5% from plate.
DK's -- 9% from blood, 8% from blood presence and 5% from plate
Warr's -- 15% from prot. and 5% from plate
Druid's -- 10% (?) from feral and 5% from leather when in bear form
(Edit: and 6% from 3/3 talent)
Depends if you're a Tauren and whether you're self buffed (druid/pala)... Not really sure on the 10% from the feral spec as that would mean they're a fair bit off the others, though I haven't looked through the individual talents.

mmm if that is the case then a tauren DK will the highest HP as the DK's get 2% more HP then the other platers and from the racial of being a cow...

Don't forget that all of the percentiles are multiplicative, meaning, if what I put up there is correct, the following:
Pala's -- 1 - .85 * .95 = 19.25%
DK's -- 1 - .91 * .92 * .95 = 20.46%
Warr's -- 1 - .85 * .95 = 19.25%
Druid's --
1 - .9 x .95 = 14.5%
Edit: 1 - .9 * .94 * .95 = 19.63%
I might be completely wrong though xD And I can't believe that bears are worse off when it comes to stam buffs now...

Don't forget that Tauren only get a passive 5% of their base HP from their racial. Which would account for more but it would be rather negligible.

Bear Form
Leather Specialisation
Plus, bears have innately higher avoidance due to all of the agility on our gear, PLUS we have a decent mastery to reduce damage that does come through. Bears are doing pretty damn well survivability wise.

Ahh, I knew there had to be more stam% modifiers...
Druids then:
1 - .9 * .94 * .95 = 19.63%
