You still have to do the BC quests. Except now if you don't want that certain specialization, you can pay 150g and drop it and get the other specialization from the other quest givers.
So, if you don't want to spend the time (or money I guess) on 4 primal mights, you can do another specialization quest, and drop it for 150g and learn transmutation specialty without doing the quest for it

IIRC the Mute Spec quest is the easiest one to do, as it's the only one that doesn't require a specific instance drop. I think one of them actually requires a raid (can't remember exactly without looking it up), so you're best off doing the Mute Spec quest then swapping for Potions or Elixirs by paying your 150g

As Digi. said the 4 Mights is a quest that you get at 65 to have X-mute spec. Doing any of the quest is up to you. But doing the quest awards extra products in the given spec.
No there is not a turn in for eternals as it is a specilizing quest like Eng. have also. The mats for the Mights are easy to farm. They shouldn't take you more then an hour or two to farm. Ether that or Spam trade for the mats or Mights.
You can always make the Mights yourself with no prod. Or get another X-mute alc. to make them for you.

I didn't level alchemy until 80, so I just did the Trasmutation Master quest and purchased the primal mights off of the AH. Sure they cost 100G each, but I didn't have the key or rep for the dungeons involved in the other quests, which would have been time consuming.

You'll need to buy the
recipe
. There is a couple of vendors that sell it. I got mine in Shattrath and then proceeded to acquire all of the motes and thus primals myself. It took an evening, but I didn't buy anything on the AH.
