Some key notes:
- I didn't pick up Paragon of Virtue, because I like to keep Divine Favor and Avenging Wrath on the same CD, because I seem to pop both at the same time whenever tank is in trouble.
- Enlightened Judgments/Improved Judgements, because their range is like 10 yards un-talented versus the 40 yard heal range. I like to stay back with the casters (unless I run low on mana (I never had yet)) so I can heal, and judge from 40 yards as I need my 5% mana back that I get. Also, the extra heals to yourself keeps you from casting any heal on yourself and rather on your target (remember, we have Protector of the Innocent).
- Crusader, because I do like Holy Shock a lot (probably more once they fix Tower of Radiance) and whenever your HL crits, and your Daybreak procs, you basically get two HS' that heal for like 7-9k, 12-13k crit

No one's really mentioned it yet, but
1/2 Blessed Life
is a good investment. It's known to proc off of any sort of raid damage that's happening, and that's generally a lot. It lets you use LoD and WoG more often. LoD's heals go to your Beacon target, so when it's 100% effective you just sent a heal to your tank as well. WoG still should be your choice if no one's taking AE. Adding a second point in it isn't really needed. It's on an ICD of 8 seconds plus raid damage tends to come in pulses or whatever you'd like to call them.
Those last four points left over in the EJ build are really up to you; how you play! There's reasons to get them and reasons to ignore them.

I'm not quite sure on whether or not this is a great idea for everyone. Stacking CDs is always the best way to get output, of course, but I think we have some great panic buttons in the form of Lay on Hands and our Guardian of Ancient Kings. Divine Favor is so useful in so many different ways I'd hate to have it just for emergencies. By default, it will give you about 4 extra ticks of Holy Radiance when you're raid buffed, which could be about 8k more healing per person it's hitting.

it says direct damage though doesnt it? i thought that meant attacks directed at you, not aoe damage?
It seems to not proc off of DoT spells or transferred damage, like Hand of Sacrifice. Everything else is fair game.

This. It doesn't take a boss or mob targeting you for it to proc, but basically any damage that doesn't come from an indirect source, like what Brique mentioned.

The way the math works out is that the first point in Blessed Life is "worth it" where the second point is beyond diminishing returns due to the internal 8 second timer. Basically you are going to get hit with direct damage a lot in raiding where the influence of "50% of the time" is much less of an influence than the 8 second timer.

...And Tower of Radiance is a waste of 3 good points.
I'd rather place them in Denounce, that's how bad I find it. Tower of Radiance grants a miniscule amount of Holy Power during the course of a fight, that it is hardly worth that amount of points.

When I'm casting directly on to a tank during a raid, more often than not it's FoL or DL. Either the tank is being hit gently enough that beacon will cover it, or roughly enough that I have to heal him directly with something stronger than HL. I've never seen a middle ground where a beacon is getting hit hard enough such that I need to direct heal with HL, but soft enough that I don't have to use any stronger spells.
All of that was a TL;DR to say that ToR is pretty useful.

Tower of Radiance is worth a lot of Holy Power. I'm not sure why one would believe its worthless. Now whether or not its worth 1, 2 or 3 points is another more nuanced question.

You are very wrong about ToRadiance. Despite the nerf, it is still our only way to get additional HoPower apart from HShock. You might not be seeing this in normals or even heroics, but in a raid setting you will have to spam DLight a few times on the tank and the extra and free healing will be noticable and very welcome when you are hurting for mana.

I am specced into Blessed life too but only because Conviction is broken. Crusader Strike would mean a gcd spent on something else other than healing. To do so would mean that you don't have to do emergency heals so it's of no concern. If you are going to be so picky let me rephrase that. "Despite the nerf, it is still our only way to get additional HoPower apart from HShock when the *!@# hits the fan and there is no way you can spare a gcd for crusader strike."
