When you get to 85 its going to be Hit>Exp>Crit>Haste>Mastery
Im assuming you have 5% hit at least right now. Gem and enchant str, reforge to hitcap + 16 exp + SoT glyph

I checked EJ and you are right. That's changed since the last I knew.
Edit: My spreadsheet shows that even at a 3 second CD it is superior to use 2 fillers on spellcasts (since they have a 1 second GCD). So you would remain at CS, Filler, Filler, CS. This does not devalue Haste in any fashion, it simply means pushing for this perfect cooldown should not effectively change your DPS sequence. It is possible this could be disproved via other modeling tools.
Does this mean we always put two fillers between CS casts? That's a BIG change since the last time I checked.

That would only be true if you used a filler which was a spellcast. If you used Judgement or Templar's Verdict (and maybe Inquisition?), obviously you'd be using CS next. If you used Exo, Consecration or Holy Wrath, then yes, two fillers seems to be the new queue.

Until 3second CS is attainable, I think haste is going to stay where it is. Even then im not sure it would change, as 3.4second CS is attainable and is effectively a 3s CS when you count for 200ms latency.
I'm not sure when the crossover happens, but I'm guessing haste passes crit at a certain attainable point. Maybe

Cata T2? I remember having 44% crit in 3.3 unbuffed, and right now with talents I have what, half that? So crit is more valuable per rating not even counting all other changes.
