I know that spell hit cap is still the same percentage it was in wotlk so I would assume that melee hit cap is also.

1. The 27% miss chance attached to DW is not attached to wielding a single 1h weapon in the MH, so tanks still get the normal 8% miss chance. Only once you equip a weapon in the OH it triggers the 27% miss chance.
2. The 27% miss chance is for auto-attacks only. Special attacks like
Obliterate
always have an 8% miss chance (which means DW'ers only need 5% worth of hit rating thanks to
talents
, which sorta makes up for missing alot of auto-attacks).
3. Unfortunally, i can't find the thread where all of this was, because it turns out it was in the old official forums, and now it's gone. i did find

, and though slightly outdated it still says that the DW miss chance applies to both hands.
*I think it's 27%, but it could be 24%, I don't remember. It's way to costly to try and gear/gem/reforge for that cap either way.

DW white cap was 28% in Vanilla and TBC. Wrath changed it to 27% due to a mechanics change.
The 27% miss applied to both hands; it has never been a off-hand only thing. This miss penalty for white is there to counteract the otherwise higher damage every class could achieve by DWing (for an example, just compare any two equal ilvl 1H weapons to an equivalent ilvl 2H). It would basically eliminate the desire for 2H weapons for melee classes altogether without the miss penalty (except TG Warriors).
Taomin, what you may be thinking of is the OH damage penalty of 50%. That is OH-only and has been that way since Vanilla.

i was lookin at EJ's list of pre raiding stuff.and to answer Taomin i know what the hit cap is,i was just confused because it says to reforge to hit for alot of stuff yet im already hit capped and i dont see what the point of doing that is
Anything over 8% hit is wasted itemization. The intent is that you match strong socket bonuses (20+ Str, 20/30 Haste, etc.) with any combination of red and whatever color gems, then reforge the excess hit.
For instance, you're at 8.54% as you said. That's .54% that could be Haste, Crit, etc. Reforge Hit off of some pieces and reforge to Hit on others to get close to 8%. Just be careful about doing it as you may actually trade a few points too many on some pieces.
if you really need a specific guideline, there are reforge optimizer programs out there.

I am starting Heroics on my DK. I am DW frost, according to this thread, I seem to be hit capped. What about expertise cap? What should I be aiming for?

The caps haven't changed, just the amount of rating required to achieve the numbers.
Ignoring the stats that had "caps" before that were removed from the game, of course.

I would be very interested in seeing that, but as it stands I very much doubt it. The DW OH hit cap for white hits is ridiculously high, so much so that its very difficult to achieve without seriously gimping your other stats (ie gemming and reforging everything to hit). If the MH hit cap was the same it would make DWing much much much more difficult to be viable.
Actually, he's right. However, this only applies to white hits for both hands, while special attacks are normal, which is why ToT doesn't suck.
It would also seriously gimp Shield tanks who use 1h MH weapons and a shield. Why would using a 2h weapon take less hit then using a 1h weapon in the same slot? Like I said I would be more then happy to review said thread, but the concept behind too many mechanics don't support it.
The hit cap is only while dual wielding, not just if you have a one hander (i.e. Titan's Grip fury's get it too.)

Anyway, the original point I was trying to stress was that the character sheet now clearly and exactly indicates if you are hit and/or expertise capped or not by displaying the exact percent chances of missing/being dodged/parried, so asking what the caps are these days is not really necessary anymore.
You are correct, however, mousing over expertise, (when capped) will still display that a boss has a 5-7% chance to parry, and similarly mousing over hit will show that a player has a 15% or so chance to miss with white attacks.
Newbie players might think that their goal is to get all those to zero, while it is not possible, and you are not meant to.
