Druids probably consistently use the least amount of spells, and it is the least punishing if you forgo using the less common spells on druids than it is on other classes, but like kat says, you have to know what you're doing to play any of them, even druids.

I will admit, though, that as a tank, I
love
a good Druid healer. It's rare for my health to dip below 50% with a good Druid, whereas a lot of times the Paladins/Priests I get will let me drop to 20 or 30% before laying a HUGE heal on me. I mean, it works...but it scares me.

I would say holy paladins consistently use the least amount of spells.
Holy paladins have a truckload of relatively short-CD spells that you NEED to know how to use. There are several for mana, several for throughput, several for mitigation, several temporary buffs to manage, and a couple gimmicky short-term buffs for varied specific situations.
Druids have Rejuv and WG. Nourish if those aren't enough and Lifebloom if they're tank healing for some reason. Swiftmend isn't any faster than Nourish because of the GCD and Regrowth is just Rejuv, but with all the power of not being able to cast it while moving.
I'm exaggerating about druids, obviously, but my point is that a druid who doesn't use Lifebloom and Regrowth and Swiftmend is still basically a functional healer with a small amount of room for improvement, whereas a paladin who tries to get by with HL, FoL, and beacon is going to crash and burn. It is
much
more important as a holy paladin to understand your full skill set.
