In the case of the DPS I'd argue that they simply don't know any better. Leveling doesn't prepare you in any way for group PvE content (although people who try to make up reasons why we need to spend ~100 hours leveling will tell you otherwise). I doubt they even realize they're being carried. It's annoying, but I doubt it's mean-spirited or intentionally lazy. Since if you knew what you were doing, you would have to purposefully try to do that low of DPS.
The DPS who are being inconsiderate are the ones who AFK. Intentionally trying to do a half of the DPS you can actually do is pointless and pretty dumb.
The tank probably would have heard of the defense cap (even though it's a
minimum
, not a cap*), and considering how cheap crafted gear is now, and how it is possible, despite the shiny LFD features, to do normals before heroics, that is pretty inconsiderate.
*Why yes, this post WAS largely a reason to use parenthesis to complain about people I don't like, thank you for noticing!

I think it's kinda lame that people don't take the time/effort to at least gem their gear. I'm going to replace in it in an hour and a half, why should I pay twice for gems?

There's a difference between ungemmed blues, and blues with green gems in. Just as there's a difference between ungemmed 200-219 epics, and 200-219 epics with blue gems in. I don't think low-quality gems are an unreasonable expectation for
any
piece of gear you take into a dungeon. Especially not this late into the expansion, with prices so low.

No, I don't think people are "carried" because they don't know how to spell carried.
Actually, the inability to spell is often a sign that the writer is not well educated, though not always true as I am sure it was a typo on the OP's part. Doing crap damage, being under the def minimum, etc are also signs of not being well educated, at least not well educated in game mechanics.
That's like saying a helicopter and a space shuttle are the same because they both fly.

Back when everyone was much lesser geared, having an extra-undergeared person could mean danger, sure. But this isn't way back when, this is now, where my and anyone else's t10 resto shaman can roll 7k DPS while healing heroics. Not because I'm awesome but because the gear and talent tree bandaiding so outweighs the farming content.
Why would a fresh 80 spend hundreds of gold gemming and enchanting questing trash when they're gonna be replacing it every 5 or 8 instances? I don't blame them for not doing so, and nobody else should either. Most fresh players are pretty much perpetually broke after purchasing CW flight, I wouldn't expect 'em to spend what they got left on crappy gear.
Further, regarding it being a 'skill issue' for a fresh 80 to pull crappy numbers.... sometimes, but usually not. Arcane mage and destro warlock are the only two classes I've played (7 of 10 classes @ 80 and geared right now) that can make their presence known in the meter as a fresh 80. Pretty much every melee class will show poorly on recount while rolling heroics in questing gear, especially rogues.
In situations where it is truly a skill issue... rather than whine about it, teach this person. There's not much mentoring in WoW these days... folks that 'don't have the time' to help out the newbs, don't have any excuse to cry about 'em either.
EDIT: Also wanted to add....this is a team game, hence instances being 5man. Excluding the rare times when you get someone in there who just wants to grief everyone or be a bum.....it IS your job to carry the newbies should you be grouped with any. If you don't accept that aspect of the feature, get a guild and stop using LFG.

Either I am capable of doing, say, 1.8k DPS (this seems to be the yard stick for most people) at just dinged 80 or I am not.
Gems are not going to be changing factor in 99.9% of cases. If my DPS is satisfactory, there is no reason for me to waste gold. If my DPS is not satisfactory, the gold will be wasted.

There's no cap on useful DPS. You should at least make a cursory attempt to improve on what you contribute, out of politeness to people who end up grouped with you. I would call 15g's worth of gems cursory. I would also call ~30 on sub-standard enchants (I'm talking like, 4g scrolls on the AH people can barely
give away
, here) pretty cursory.
No one expects you to buy every 264 BoE available, but with gold so easy to get these days a couple hundred total spent on a couple 200 blues and a couple green gems should not be an unreasonable expectation.

If I am pulling 1.8k dps or more, than I have already put in time to research and practice, so I can pull the DPS they expect of me. They won't care about or notice 15g worth of gem +DPS.

Nope. The only people that annoy me are the ones with bad attitudes.
I don't care if people are new or kind of crappy as long as they're not obnoxious.
"But I had terrible gear and did l33t dps three seconds after I hit level 80!" Yeah, soo bloody tired of seeing that. That's nice for you, really. You can't expect everyone to be the same. A lot of people playing this game have never played another game. Things that come second nature to some of us hasn't even occurred to these people (like, say, reading a website about how to min/max your character). Putting those people down does not help them become better players. It just makes them more obnoxious. (I'm not even saying teach them to play. If they're so terrible, put them on ignore and rest easy knowing you'll never see them again.)
So yeah. Attitude is all I care about. I like groups where we can wipe, laugh it off, and move on.

No, we assume that everyone who posts here speaks English natively, which is an incorrect assumption. Still, those red squiggles below your words (and I think all browsers have built-in spell check now) mean that a word is incorrect, maybe you should check them when they show up?
On-topic: Being non-tanked gear is not expecting to be carried, it's not knowing how to play a tank.
Also, DPS doing 1.2k is not inherently bad. If they are at the level to do those Heroics for drops, not badges, they may actually do 1.2k DPS.
Expecting to be carried is showing up to content without being geared for that content: showing up to T10 in T8 or lower for example.

Probably the same reason (most) geared players assume all fresh players should whoop out a set of instapurples and own some meter or another in their first heroic.
It's one of life's great mysteries, like hot dogs being sold in packs of 10 while buns come in packs of 8.

Which is exactly showing up in quest greens lower than t7 ie lvl 200s in the new icc heroics tier 9 level drops is expecting to be carryied.
I don't know what the exact requirements are, but I'm fairly confident people prancing around in green quest gear can't even queue for the ICC heroics.
If Blizzard says their gear is good enough, then they're fine by me. Their requirements are forgiving, but they're not non-existent.
