2010 appeal and High Court decision
An application by Sutcliffe for a minimum term to be set (offering the possibility of parole after that date if it is thought safe to release him) was heard by the High Court of Justice on 16 July 2010.. The High Court decided that Peter Sutcliffe will never be released from prison. Mr Justice Mitting stated 'This was a campaign of murder which terrorised a large part of Yorkshire for several years. Apart from a terrorist outrage, it is difficult to conceive of circumstances in which one man could account for so many victims' shortly after the sentencing. Various psychological reports, describing the mental state of Sutcliffe were taken into consideration, as well as the severity of his crimes. Sutcliffe will now spend the rest of his life in Broadmoor Hospital.Yup, he sure did get out...

It's only more expensive because people on death row stay there for freaking ever. That could be remedied.

We call them children because they are not adults. Death and consequences which are clear to adults are not so in the minds of children, even teenagers. Kids think they're going to live forever because they have not quite grasped that life does end, they have imaginations and fantasies that contradict reality and even the most grounded young people can fail to think like adults. I believe there is a time in everyone's life where a person suddenly realizes that he/she is going to die, it is then that a person BEGINS to think like an adult.
I am aware that kids can be cruel, and even commit horrible crimes. It is possible that a child can be fully aware of the crime he is committing, but what I think is impossible, is that a child can realize completely the consequences of his actions, and even if somehow he/she could fully know what he/she is doing, that child certainly lacks the full capacity to think clearly and thoroughly of all possible alternatives. As an adult, a person is more likely to be equipped with the ability to weigh out the pro's and con's of a particular action. Children are very quick to choose the first thing they think of. Fortunately, most children do not think immediately of criminal behavior. When a child uses criminal behavior to solve a problem or get what he wants, we must know that he did not have the skills, confidence, knowledge, or ability to make a better choice. I think people should consider themselves lucky to have led a life free of the pain that many others suffer daily.

This isn't a proven fact, as you can't measure evil. Most people have trouble tacking it down to an exact definition in the first place. "Are we born evil, good, or neutral?" is a philosophical question to which the answer has been debated for ages.
Chaotic Neutral actually.
Anyways I believe that the possibility of a child being charged as an adult is a necessity to protect from chaos brought on by the free reign of children.
I also applaud everyone in this thread for not being the HURF DURF guy who says
"Depends on the race of the child."
