People are going to get around this... of course, look at Mininova; it used to have a wider array of downloads, but then it changed to just licensed stuff... and now it sucks lol.

Trust me if you visit 4Chan you'd know immediatly its not even fit for children to see.
I would be willing to bet the average age of 4chan's audience is in the 14-18 vicinity (or at least, that's the age they were when they
started
using it). Just a hunch. My strongest evidence of this is how it's a group that everyone loves to "belong" to, because it feels good to "belong" to something right?
Just look at your own quote:
The American Government is foolish to believe it can defeat the great power of 4Chan
we
beat the Australian Government
we
can beat you too Obama
Feels good to be part of a "
we
" doesn't it? These feelings, in my experience so far, have been most prevalent in High School, and so I think 4chan is just another "Jocks" "Band Kids" "AV Geeks" or "Mathletes" high-school style (kids) clique, full of kids who want to belong to something, except it's networked among the whole globe and therefore feels more 'special.' But hey, maybe I'm wrong, and maybe /b/ will come and get me now because I've questioned their righteous powers.

You could say the same thing about the forum your posting on right now.
Indeed I could, and it would likely still be pretty true =) In my mind the difference is, you don't hear about anyone claiming the amazing power and authority of wowhead.com (maybe Malgayne does this in the wowhead offices or something).
It's the need to advertise involvement that really sets them apart.
