I'm about the same boat as you. I recently swapped to armor pen gems from agility and found a general dps loss for trash, but a gain for bosses. So overall damage for a run went down slightly, but boss fight dps has increased significantly. Its a trade I'm willing to make as trash doesn't mean anything and quicker boss fights and more dps on them is a good thing.
You could try the armor pen elixir and food combo which would bring you closer to the cap. I did that on a VoA run and it fared pretty well.
You didn't mention what your dps dropped to recently, so I'm not sure how you are regressing. Are you seeing more like 8-9k dps now?

well, i think its not a gear/Gemming question at all. Either your raid lack of essential buffs or you are doing something wrong. but 10-11k dps on festergut with that gear seems a bit low for me. all the 3 other hunters on my guild are well over 12500dps, with similar gear. Even i pull 12000-12500 dps on fester as SV and worst gear than yours.Its more a playstyle issue, since movement hurts more an arpen build than an AGI one. Steady+auto are greatly boosted as MM arpen and both require the less posible movement.

What were you doing with steady shots?
A log would be good. But my guess might be that since you changes your latency that there might be some issues with your timing. Maybe you're not use to playing without the lag and am doing something differently?
When I switched from wireless to a dedicated RJ-45 connection my lag was gone and my timing was off. After a raid or two I got use to the no lag issue and dps shot through the roof. It took a day or so to adjust to the timing but once I got use to it, it was a huge improvement.
It might be an issue with timing, not sure.

This is why you only use four Steadies between Chimera/Aimed cycles. Given latency, personal reaction time, and not-100% uptime of Imp AotH procs, you'll really only be waiting about, at most, 0.6 seconds for your Chimera after the fourth Steady. I find it's usually better to wait for the Chimera than push the Chimera and subsequent Aimed back a full second trying to shove in a fifth Steady.

Wasp sting doesn't stack... spore bat cloud does.
Incorrect, it is a Minor Armor Debuff much like Sting, Curse of Weakness, and Faerie Fire.

Also, to clarify some confusion: Armor Debuff =/= Armor Penetration
Correct. Armor Debuffs (Minor and Major) both actually reduce the armor the target has; Armor Penetration allows you to ignore what armor they have left.
Bear in mind that ArPen and Sunders/FF work in tandem - having 100% ArPen (1400 Rating) won't strip all of a target's armor alone - you'll still have 2018 effective armor on your target at 1400 ArPen rating without Sunders or Faerie Fire (and 315 armor with both - you need Shattering Throw from a Warrior to actually hit 0 effective armor).
