Then they went all crazy and removed SoB/SoM completely.
Thank God. I despised Seal of Emo. Although it was funny watching ret paladins pwn themselves on Razuvious adds.
I dunno. I still miss my 22k Judgement crits on Thaddius in my mix of Naxx10/25 gear. Yeah, we weren't bursty at all.

Now, when ever you run into a pull, if Divine Plea is not already up, pop it before pulling or as soon as you can if you forget.
Make sure you have Blessing of Sanctuary on yourself and keep Holy Shield up to maximize your blocking since each block will return mana. Going through 969 properly will maximize Holy Shield uptime.

ever drops off, it's possible to immediately re-pop it because you've had it up for over a minute. Get used to moving almost constantly, and don't be afraid to leave a mob or two behind if they have less than 10% health - the dps can handle 'em.
Also, in some instances like Violet Hold where you can only pull 1-2 mobs at a time, or if you have really high dps-ers and the trash is dying really quickly, you might want to drop
Consecration
from your rotation. You might want to consecrate as you pull to help establish aggro, but it can suck up a good bit of mana that is wasted on small groups/groups that die quickly.
I usually judge
Light
in heroics - with the bigger pulls, and by chain pulling, I don't have mana issues, so
JoW
doesn't really help me.

Get rid of Glyph of Salvation and put in Glyph of Vengeance instead. That extra 10 expertise will either put you at or near the dodge cap for expertise (depending on if you have expertise elsewhere in your gear.) Expertise is, until that cap, the best threat gen stat.
Just have to point out that Hit is actually the best stat for threat for paladins until cap, as many of our attacks cannot be dodged/parried.
But you should definitely get the glyph of seal of vengeance. If what I'm seeing on armory is correct, you have 6 expertise rating (not skill, rating)

Actually, you are right and he is wrong. Expertise is our #1 threat stat by a large margin. It is correct that some of our attacks cannot be dodged or parried, but all our hardest hitting ones do. Shield of righteousness, hammer of the righteous, seal of vengeance stacks, and the seal of vengeance damage from auto attacks are our biggest threat hitters, and they can all be dodged or parried. Judgements, concecrate, holy wrath, avengers shield, and holy shield can't be dodged or parried but all those abilities aren't very high on threat production compared to the other abilities that can be dodged or parried.

Over the run of a fight, you're going to get to 5 SoV stacks, and only an insane amount of adverse RNG will prevent you from refreshing them. It's fairly safe to say that SoV stacks 'cannot be dodged or parried'.
As for why there's a difference in belief, it was a while back that Shield of Righteousness couldn't be parried/dodged. So in that vein, it didn't benefit from Expertise, back then. (general statement, not aimed at anyone in particular.)

Hmm something else that needs to be add about mana problems is that it also has to do with the class of healer that you have. My biggest problem is Disc. Preist,I was running low on mana with them and was fine with the others. I think that it has to do with the way that some of the shields work.
(Note: I dps more then I tank)
The soft cap for exp is 26 or 16 with gylph. So thats easy to get for lower lvl tanks. Hit is an issue you don't commonly see it on the low lvl tank gear. But your see it more in theToc or Icc lvl of raids.
