When leveling it's fine to be throwing all your points into Fury, at least until you get Titan's Grip. You will eventually want to get 15 points into Arms to get Deep Wounds, but you won't get to that point until your mid 70s.
As for rotation, it's not hard. You have two full-time buttons, one rage dump button, and one on-proc button. Use Whirlwind and Bloodthirst. If they are both on cooldown and bloodsurge has proced, use Slam. If you have over 50 or so rage, queue a heroic strike. That's about it.
As for how you start your rotation, I don't think it makes a huge difference. I'm not a full time DPSer, so maybe someone will come in here and slap me around, but as long as you are keeping WW and BT on cooldown as soon as they come off you'll be fine. There's some ordering methods to try and ensure that WW and BT don't come off CD at exactly the same time, but I think in practice you'll run into this "problem" occasionally anyway.
Given the low number of buttons a fury warrior has to push, the real difference between a good and a great fury warrior comes with this execution of Slam Procs and Heroic Strike queues. That and getting your gear in the right place, namely >5% hit, 26 expertise, and as close to 1400 ArP as possible (speaking from the endgame perspective).
Honestly, while leveling; don't sweat it.

The gear for tanking shouldn't be hard to get. Find a BS and get a bunch of Fel Iron crafted tank stuff made and you'll be fine.
BT is a 4 second CD, WW is an 8 second CD.
0: WW
1.5: BT
3: Open GCD
4.5: Wait 1 second
5.5: BT
7: Wait 1 second

It's hard to work a "rotation" with a proc related spec.
You can use your slam procs in your open GCD and the "wait 1 second" windows. Add in Heroic Strikes when you are high rage.
Honestly, I don't know how anyone can screw up Fury DPS. You have two buttons, WW and BT, which both have reasonable cooldowns. Keep them on Cooldown.

Brokle, thanks for the talent tree.....I knew something was wrong.
Okay, here is what I have for a "rotation" this is the order they are listed on my screen.
1. Attack 2. Berserker rage 3. Intercept 4. Bloodrage 5. Bloodthirst 6. Whirlwind 7. Cleave 8. Hamstring 9. Pummel 10. Reckless 11. Execute.
Action bar : Battle shout - Intimidating shout - Piercing howl - Challenging shout - Demoralizing shout - Slam - Victory rush
I know these have got to be wrong. So if someone can tell me the order they should be...please by all means let me know.
I don't follow. Is that 1 through 11 the order that you do your attacks, or is that just the order you have them on your button bar?
You don't need "attack" on your bar. Instead make two macros:
#showtooltip Whirlwind
/startattack
/cast whirlwind
and
#showtooltip Bloodthirst
/startattack
/cast Bloodthirst
That will make it so when you hit those buttons you'll automatically start autoattacking your target (and if you have nothing targeting, it will auto-target the closes enemy).
How you set up your keybindings and action bar is totally up to you. You want often used abilities close to your left hand (or even bound to your mouse), moderately used abilities close to your left hand or bound to Shift- keys, and rarely used abilities either not keybound at all, or away from left hand do you don't accidentally hit it.
For example on my tank, I use Shield Slam, Revenge, and Devastate most, so I have those on buttons 1, 2 and 3. I also use Shockwave and Thunderclap, which I have on Mousewheel Down and Shift-Mousewheel Down. I have Shield Bash on Mousewheel Up (so I can react and hit it very quickly, and I have Cleave on Shift Mousewheel Up (so my mouse hand usually does a MWDown, Shift MWDown, Shift MWUp to do a TC, Shockwave, Queue-Cleave combo). For things like Demo Shout and Commanding Shout I have those to Shift-D and Shift-W, easy enough to hit but not really in a "prime" keybind. Shift-S for Spell Reflect, F is Zerker Rage for fear break.
You get the idea. For fury I have WW/HS macro bound to Mousewheel Up and BT bound to Mousewheel Down. I then have Sunder Armor on 1 and Slam on 2. I can pretty much roll my scroll wheel up and down to do the main rotation, and hit 2 if slam lights up and I am in my "downtime zone" in the rotation.

Alright, I'm going to put it simply, and I will tell you what I do in my rotation, since I'm too retarded to understand the whole timing thing.
1. Whirlwind, PRIORITIZE this move. It is your BIGGEST damage dealer. This procs Bloodsurge. Watch for it.
2. Bloodthirst, this is your other main move, it does instant weapon damage, and can also proc Bloodsurge.
3. You can use one of three moves here. Slam if you have Bloodsurge, Victory Rush if it's ready, or Execute if the target is low health.
Other things to note:
Work in Death Wish whenever you can, unless you know for sure that there's a boss coming up.
Queue up Heroic Strike when above 80 rage, I'd say.
Also, you have Titan's Grip, consider equipping two Two-Handed weapons, to increase your DPS. Remember, polearms like Hellreaver don't count for it. For your level, I would recommend Hatebringer. (
