When I was running Arms, I found the following prority to be more DPS:
over 20%
Rend up
tfB-OP > SD-Execute > MS > Slam (or HS at 100 rage)
below 20%
Rend up
Execute > tfB-OP > MS > Slam (or HS at 100 rage)
the second priority list doesn't make sense; under 20% execute is always lit up, therefore you never get past the first choice and you'll always execute. just go to OP > execute. you would never slam under 20%.
at level 67, i'm sure the OP is getting dodges, so move OP to the front of the list always.

@ opening rotation, unless your saving it for an AoE situation you know for sure is coming up (marrowgar's bonespikes, anubs adds), bladestorm should come right after rend and MS, i believe.
I hear of people running through their initial rotation to get everything nice and procced and on their second MS rotation hitting bladestorm.
Bladestorm is very nice though even on single targets because it hits .5 seconds faster then the global, and can be used (pretty) reliably in conjunction with a move thats off the global (heroic strike) for a little extra dmg.
Other than that your opening rotation looks solid.
@ the rest of the thread, in low expertise builds execute gets dropped below OP and MS in the rotation, because with such high weapon dmg. (usually the deciding factor on whether to go low expertise or not) MS and execute have rather similar dmg ranges, and since MS has a fixed CD you want to use it on CD. OP gets bumped for the same reasons mentioned earlier by Martsus.

Well, you can't really lump SS and cleave into the same pot, the only thing you don't want (i believe zakkhar touched on this in another thread) is to use your SS and proc it off of cleave as it only hits for weapon dmg. as arms (MS, overpower and slam all hit for weapon dmg + some, execute hits for more than weapon dmg as well just uses a different dmg formula based more on AP values).
SS hits another target if-
-it's within range (next to or very near you current target)
-you use *any* attack including (i believe) melee strikes.
With this in mind the best moves to use while SS is up is your hardest hitting moves, which isn't much of a hassle because your rotation generally follows the same rules.
It wont put rend up on a new target if used while SS is up (would be nice, though lol).
Also, in regards to cooldown usage, the best method is always to align as many as you can so stacking your orc buff and trinkets would be optimal :)
