I think your talking about guild progression but the topic of this thread mainly focused on PuGs. Guild progression is one thing, most of use in guilds that are tackling harder content and HM's knows the inner workings of what makes guilds successful or not.
Surely you have an alt or have at least been in some PuGs. All PuG members care about is how fast the run can be, how far the raid gets, and what phat loots they can win. There is generally no passing of gear to someone that would have more use out of it, you are grouping with complete strangers.
PuGs are dominated by GS's, DPS meters, and success or not success. It's really black or white in most senses, if you downed a boss or not, or if you won a roll. Getting into such PuGs is the same, do you have enough GS/Achievements or am lucky enough to get into the raid.
My point before was that you get into good pugs and bag pugs. Some people would like to say that GS doesn't have any merit or any influence on how to pug goes. I disagree with this, as I have found consistently that the higher the Avg GS of the raid, the higher the success rate.
If you managed to put together or get into an ICC 10 where the lowest GS was 5900, chances are that that raid group can get to the LK. If you join a PuG where everyone was at 4800, there's a higher probability that they would only be able to clear the first wing, maybe 2nd wing if they were very skilled players.
I'm not saying gear > all, but skill + good gear = higher chance of success. You could have skill + no gear = some success, but lets face the fact that the bosses have built in gear checks and a group of highly skilled players rolling in blues (yes I'm talking about undergeared) won't pass the 2nd wing of ICC until the 30%~35% buff comes out.

I don't even want to be carried or anything... I don't even want loot. I just want to experience content and lore :(
This is where people should START. Grab your guildies and wipe on the first wing till you understand the mechanics of the fight. Or start your OWN PuG with someone that can explain the fights, and apply your hand for the first wing.
I know a lot of people want to just go and see content, but there's a lot of prep you have to do (depending on your class) to get to your foot in the door. Watching online videos of the fights would help. Getting prep'ed etc before hand goes a long way.
What I have the biggest issue with is everyone demanding an achievement for everything. It gets to the point of absurdity.
They demand the achievement because they don't want to explain the fight for the Xth time. That and there's proof that you've at least been geared enough or carried through the content.
There are 3 types of PuG raids imo.
One for highly geared people that want to down stuff past the first 2 wings.
One that only wants to farm first wing, maybe some of 2nd.
One that just wants to do the weekly Marrowgarr.
You should sit down and think which category you belong to or can get into. Work on that first and the content and gear will come later.

^This is good advice.
My tank currently has no raid gear. I do voa 10 and weekly to get all my frosties that I can but do not raid at all other than voa and the weekly. Still at 4933 gs and more room to improve that. So yes its possible to get 5k gs without doing totc or icc or ulduar.
Also, on my lock today did a pug icc10 just to get the badges before maint and the off tank was 4.9k gs and he did just fine. So it can be done, if you are good enough.
However... on the topic of getting into raids.... Achievements... Just cause someone can link the achieve does not mean they know the fight and vice versa. I know all the fights up to Sindra (except Blood Queen), and yet I don't have those achieves. Why? Because I've gotten !@#$ groups. I want to progress more but it's looking more and more impossible without going and downloading Underachiever or something similar.

I agree for the most part with this but you gotta understand there's a limit. I've been in great pugs where everyone knew what they had to do, the only vent chat was if some new blip on the radar shows up, and the tanks chain pulled trash while people were distributing loot.
Then I've been in PuGs that ready checks before each trash pull, explains all the boss fights for hours on end, spends countless hours distributing loot, and takes as long as 2 hours to clear the first wing.
Good group first wing clear ~ 40 mins. Bad group first wing clear +2 hours.
There's being patient and being Buddhist monk patient. Most people want to get the run over with for either their emblems or phat loot. You can't really debate that people would pick the +2 hour run vs the 40 min run.
It's a video game in the end. At lot of people PuG. There's a chance you will never group with those people again. I go the extra inch or mile for my guildies, but random pug members are like strangers. You form up to work towards a goal but at the end of it you part ways. There is no hanging out later. There is no after party. Why do people expect more than this?

From my experience, most players whose applications get turned down because of their gear don't get turned down because of their gear

. It seems to be hard to understand for many applicants, but what guild leaders and officers like to see is people with potential who stand out. People who know what they should wear, who wear what they should wear (rather than some crap with a high iLvl) and who care for what they wear (yes, this means you better use enchantments and gems, even for 232 stuff) - and last but not least, people who are a benefit for the guild because of their personality.
Again good advice. The internet has dozens of sites that have advice on how to gear up. These are good reading and people who take the time to look at these and take in the information and actually think about it do well. Those that are too lazy to do so and spam trade asking stupid questions do not do well. Such as a Death Knight I saw the other day who was wearing spell power gear. Google is not that hard to use, and really the only excuse not to is being too lazy. And if you are too lazy too google it then the good guilds don't want you.

My guild last night took ten people into ICC regular. We cleared to Saurfang (and including) and then called it a night, only because it was a monday and many of the raiders had to go to work in the morning and it was late.
Our offtank had a GS of 4000. I was playing on a priest that had been hacked and thus had blues in all the gear the hacker had vendored and a GS of 4400. The raid's average GS was 4600. We had maybe two people, if that, around 5k GS.
In other words, tell these GS wankers to shove it up their ass and form your own raid. Gear is not as much of a necessity as people pretend it is.
So, you cleared to Saurfang and "it was late", meaning sure your run succeeded in a way, but it took what, two hours ?
PuGs have high GS requirements specifically to keep out people like you who are happy with a 2-hour 1st wing run. They have experienced the progression/content/lore a long time ago and they just want a quick run and their emblems/saronite/shard/token/whatever.
Additionally, maybe you are the special snowflake and the exception to the rule, but seeing as how breaking 5k GS takes like a week or two of farming, it's fair to say that those who stay under 5k don't have the dedication to spend two weeks farming emblems/honor/gold, and from there it's a pretty short leap to "doesn't have the dedication to learn his class/read up on encounters/play optimally"
If all you care about is content/lore, then join a group of like-minded people. Don't try and get in with a group who have totally different goals and then whine that they won't let you in. Word of warning, though : even guilds who go at their own pace and just want to experience content expect a minimum amount of dedication and knowledge. No matter what your GS is, no one is going to recruit a DK with spellpower pieces or a mage with 684 hit rating.
