If you do use charge, you should swap to defensive stance right after that. You need to be in defensive stance while tanking, both to have access to many more tanking-oriented abilities but also to gain the major threat bonus of defensive stance and the reduction to damage taken.

The one thing that is killing me is when I'm not the first one in I have 0 rage and end up starting late
Do you mean that the dps are attacking first, because they shouldn't. That's their fault, not yours. To counter it. Tell them not to pull.
Maybe you take too long between pulls. Pulling fast does a two things.
One, it keeps the dps from pulling first, but more importantly, you'll have more rage at the start of the pull, therefore, being able to do more threat. Just watch the healers

. Don't worry about dps mana and such. They can take care of themselves.
Oh and five sunders is a bit much at those low levels. 3 is fine, then switch targets and start getting a sunder on each mob. Also, Heroic strike is for excess rage, ie, when your rage bar is very high. So heroic strikes comes when you have too much rage, it is not part of your threat rotation.
Most dps won't attack your target (unless you mark them), so building a massive amount of threat on one guy and depending on thunderclap to hold the rest is a bit dangerous.
Just sunder, revenge, thunderclap, switching targets to even out the threat.

I am like you. I am new to tanking. Currently lvl 24. I am prot and from what I have tanked so far I have now had a lot of success. As the above poster said pull fast. As long as your healer has mana keep pulling. This will keep your rage bar full and allow you to attack first and get initial threat. While in combat your main ability to use to keep threat on multiple mobs is TC. I use revenge and shield block whenever it is up and cleave when I have excess rage to burn. I don't use sunder armor unless on a boss as the mobs tend to die way to fast. I so far am always on top of the dmg and dps charts and yet never lose threat unless idiots decide to attack mobs before me. In that case I suggest Tidy Plates and Tidy Plate: threat Plates addons. These work great when you lose threat to switch target easily and taunt. Also I found its easier to only use taunt as a pulling techniques when you need to pull back, otherwise just run in and smash faces. Lastly don't forget to use your shout to keep up your ap this helps to generate more rage on your strikes.

Hrm.. one thing I didn't notice asked is.. what dungeon were you tanking? I don't know the effective level ranges for most dungeons for tanks with the LFD, but if you were doing wailing caverns or deadmines, it's very possible that you might have been trying to tank a boss that was 21, three levels above you.
This may or may not be a huge issue, depending on how lucky you are and how geared your dps is.. but when you attack a mob 3 or more levels above you, you have significantly more of a chance for your white attack (which is one of your sources of rage) to miss, be avoided, or 'glancing' (which makes it hut for less than it usually does, usually turns a 500 hit attack to a 150 hit attack or something similar) hit. This has a similar effect to your special attacks, making you more likely to miss against a 'yellow' mob (0-2 levels above you). You generally want to tank dungeons where mobs are yellow or green to you, but every once in a while you'll get slapped into a dungeon you won't really be able to effectively tank yet.
Unfortunately, your best tool for holding aggro definitely is thunderclap coupled with sunder armor at this point. Revenge is an awesome tool as well, especially once you have enough talent points to improve it (which you should be able to do if you haven't already).

Although you are correct with the three levels being harder to gain rage I have not found it to be a problem. I am pretty much just leveling through LFD and I have yet to find a dungeon even 4 lvls higher than me where I can't hold aggro. Just last night I ran with a rogue and shammy that were 4 and 5 lvls above me in a dungeon that was 3 lvls higher than me and I only lost aggro a few times when the stupid shammy refused to attack marked target. Once he was booted from group it went smoothly.

21 is fine for VC. you don't need to tank green level bosses.

I like taunt for pulling trash, it's instant cast and helps setting a fast pace. I haven't pulled with a ranged weapon since WotLK launch, but you need to know what to do if you end up needing it after having used it to pull.
I pull bosses with Heroic Throw though, so if I were low level and didn't have HT yet, I'd pull them with a ranged shot.

He's not 21 tho, he's 18. Just thinking of possible reasons why he would have a hard time holding aggro. I don't know how much an issue it is these days, but I do know when I was leveling my warrior (tanking as fury spec of all things ;p) during vanilla, if a mob was orange to me, I couldn't reliably establish aggro on mobs
That was like 4 years ago of course, and I'm sure many things have changed since then.
