Then that means he is on the cusp of one gem overtaking the other in EP. So, individually change gems in the spreadsheet to see where the balance is or if there is one. If the overall DPS change is 10-20 points, I would not change gems until you change gear. I have had the spreadsheet flip flop like that on as little as .5 DPS. Other than that, there are issues with play, connection, computer speed, personal reflexes and so on.

Just linking an Armory link and not explaining whats going on isn't exactly useful either.
While the spreedsheet might be telling him to gem expertise, you don't need anymore expertise unless your under the soft cap for boss dodges.
As for going for Hit, you only need to go for that if your running into the Crit Capping issue.
Also, get rid of those pure Crit Gems. If you need Crit rating that badly (which you shouldn't as a rogue), gem for Agi instead of AP.
Tell your friend to gem for pure AP in Red and AP/Hit in the Yellow sockets untill his hit rating is high enough. His sheet should then tell him to gem Haste in the yellow sockets.
And last point, tell him to get his hair changed. The retarded mad proffesor look on a night elf doesn't suit him unless he has a bag over his head.

The equilivent points, effort points, I can't remember the exact name of it, but when you have everything plugged into your sheet, there is a list over to the right of the gear and gear upgrades list that show what stat is considered the best for you and as such, that you should aim for. The higher the number next to that stat, means that stat is a bigger upgrade for him.
However, before you tell your friend to start gemming and enchanting for these stats, keep in mind that the spreedsheet isn't exactly the holy god for rogue DPS. Some basic common sense, like making sure your hit/expertise capped and Meta Gem is active, is always needed before consulting your spreadsheet.

Your Expertise MUST say 26 to be capped on the character sheet. Now, that said, if you are at 212 rating and it says 25, then you will be fine, but 214 and saying 26 is better. Hit cap for poisons is 315 without ANY buffs. It is less if you have buffs like Improved Fairyfire or Heroic Presence in your party. This is the second most important target cap that you MUST reach to maximize your DPS. Crit cap changes based on your hit, exp and buffs, having lots of crit is good, the spreadsheet will tell you when you need more hit to make effective use of your crit.
So, in summary:
Get 214 Expertise first
Get 315 Hit next
Then get more hit
As your gear gets better and better, look at the spreadsheet and see when you need to start adding haste or crit.

GEAR GEAR GEAR! As a mutilate rogue, look for gear with haste in it unless it is a major upgrade. My gear alone has me way above expertise (334) and way above hit (449) but good. I gem nothing but AP for red and AP + haste gems for yellow. The spreadsheet is a good reference and a reference alone. If he doesn't like the number crunching like me than just play with it until he is satified (waiting for the jokes on that response). I am still averaging over 7k DPS overall in ICC10 and 9k in 25 man but I don't try to be the best just the most helpful. Of course if your not near the top 3 on Saurfang than you are doing something wrong.

You pulled 215 out of yours, however.
237 is the poison hit cap in a typical Horde raid, 210 is equivalent for Alliance.
