Because it wouldn't fit with how the whole starting-area is built, pretty much. It gives a good introduction to the race, their past and "current" problems.

They did also (presumably) loose a large chunk of population in the attacks. Maybe there just isn't a need for the ruined bits anymore.

One thing to keep in mind: The Lich King is not dead. The mortal form of the Lich King - Arthas Menethil - may be destroyed, but the Lich King must remain in existence to ensure that the Scourge does not spread out of control.
That does
not
mean that all the Scourge will disappear from the land with the rise of Fordragon, the Lich King. All it means is that there will be, for a time, a lessening of aggression by the Scourge into the rest of Azeroth - not a complete withdrawal of the undead from the south lands.

lol...what does this have to do with Silvermoon City, just curious?
The OP was discussing the fact that half of Silvermoon was destroyed by the Dead Scar and the Scourge infesting it. Just because the Lich King is dead does not mean that all the Scourge are suddenly going to disappear from the Scar.

Though, technically, during the quests in Eversong, they do send you to start cleansing the Scar and surrounding areas; it's possible they could phase it, and make it better... but seeing as all the Azeroth BC areas; Azuremyst, Bloodmyst, the Ghostlands and Eversong Woods are currently listed as no change...yeah, probably not.
