The amount that swiftmend heals is based on: #1 - which HoT it consumes, #2 - the total amount the HoT would have healed for had it not been consumed.
Swiftmend consumes the HoT that is nearest the end of its duration, if more than one HoT is present. Most druids are running with the Glyph of Swiftmend to avoid having reapply the consumed HoT. Swiftmend can crit.

There also is a "bug" that when cast on a 4t10 Rejuv proc it heals for the full amount and not only for 4 ticks

But, for the record, 4 ticks of Rejuv and 6 ticks of Regrowth heal for almost the same amount anyway.
I've not seen this. My druid's undergeared, but Rejuv ticks for ~2200 and Regrowth for ~1200. 4*2100=8800, 6*1200=7200. That's a significant difference, if you ask me (19%). Especially considering that SM is less likely to overheal, considering when you would use it.

It depends on what Idol and spec you are using.....
In any case the Rejuv based Swiftmend will be quite a bit larger than the Regrowth one, the difference should just get bigger with better gear (since the Rejuv HoT coefficient is so much larger than the Regrowth one). Rejuv followed by the instant Swiftmend is a very nice spot heal (with a 1s "cast time") for that reason, much better than a simple Regrowth.
Idol and spec are not optional, at least not the HoT based talents. There can't be a difference (unless your spec sucks).
