As for the 2 piece, you should be using your Judgement each cooldown anyway.

At least until you get into content where you're severely undergeared if you're still running around with two pieces of tier nine.
And yeah, the FoL HoT is a joke. Don't worry about it. And any fight where you can't judge more often than every 20 seconds is a fight that requires better gear than T9.
