I've been having some troubles lately. It all started when I was trying to tank an OS 3d Zerg (which was a bad idea in hind sight). There was a mage doing 9k dps and he could pull the boss from me, which ended in a few wipes where the boss swiped the raid.
This is me:

Battered Hilt
to get the
Lightborn Spire
. My threat problems have pretty much gone away now regarding dps. When other tanks are in the mix however, I often can't hold aggo. For instance: on the Festergut fight, when I have to pull from the other tank at 8 stacks, if he does anything for a couple of seconds after my taunt, I lose the boss. For whatever reason, any ability someone else uses does more threat than anything I can use.
The second issue I have is health and damage taken. I don't have very much health, and I take a lot of damage. I'm sitting at about 4X % dodge in bear form, also 4X % crit. My health, not buffed, is about 44k in bear. Buffed in a 10man I get up to about 57k or so.
About myself: I don't have to many opportunities to go to 25 mans. I also do not run with a group that regularly downs anything past the first 6 in ICC.

Ring not enchanted, switch out pvp-trinket, dump blue gems, get a non-pvp belt, gem some hit, 250hp on chest. Arp over crit/haste made a huge difference on threat for me =)

Did you check what the stacking
(de)buff
does? It increases damage done by 10% per application - that's 80% increased damage off of all their abilitys and tons of more threat.
Your MT should completely stop dps or at least turn of RF, switch to berserker stance or shift to cat form (and whatever those clueless monkeys do to avoid going up the threat ladder) while you are tanking him. Its nearly impossible to keep aggro if the other tank dosen't know what they are doing on this fight, and its a real simple fight for tanks aswell.

I don't agree with all of these namely agility in place of equivalent stamina and massacre but they're included for player preference.
I'd generally say absolutely not to expertise to gloves but in the event (for whatever reason) you're less than soft capped grab it, if it were the difference between just under and hitting the hard cap i may consider it as well just to be able to say I've pushed parries off the attack table but it's not needed.
Sockets
Match the most beneficial red socket bonus with a Shifting (agil/stam) or Guardian's (exp/stam) Dreadstone for the Meta's 1 red requirement then fill every other socket with a Solid (stam) Majestic Zircon or Dragon's Eye if you're a Jewelcrafter.

This isn't a massive amount this far into armor but more mitigation never hurts, with 30k armor from gear alone (not including from agility or buffs) you get exactly 600 armor from the meta which will amount to about 0.35% or so physical damage reduction.

static 2% magical damage reduction which isn't easy to come by. (I personally recommend this over Austere)

So, I picked up the
Hood of Lethal Intent
and I put enchants on my
ring
and my
shoulders
.
Today however I picked up
Sanctified Lasherweave Legguards
from VoA 25, which has lots of expertise and makes me lose stamina and critical strike due to the one less socket from
Plague-Soaked Leather Leggings
.
Would it be better to use the tier gear or save it and use the off-set piece till I can get the 4 set? Also, since I have 3 pieces of Lasheweave, would it be better to buy the 4th (either the
chest
or the
helm
) and get the set bonus or buy the
Vengeful Noose
and the
Sentinel's Winter Cloak
recommended earlier?
edit: I may have answered my own question as I only have 17 expertise using both the
Hood
and the
Leggings
. The
Legguards
boost my expertise to 28.
editx2: I now realize that I was in tree spec and my expertise actually was 38.

Grats on the VoA drop, the only thing I've seen in there for the past 2 months is pvp gear or pve gear for the 1 class not present, Archavon and his brethren are some sick bastards.
I'd say grab the T10 helm for 4T10, as for a chest upgrade you'll want to get your paws on Ikfirus's Sack of Wonder. You can generally find the reg BoE of it on the AH if you can't catch a break on Lootship, goes for ~9.5-12k on my server.
Would also highly recommend pulling all your talent points out of Imp Mangle, topping off Infected Wound, putting the remaining 2 in Brutal Impact, Nurturing Instinct, Shredding Attacks, or topping off Furor and tossing Glyph of Rip in favor of Glyph of Survival Instincts.
