Well, first, frost isnt the only spec that can tank. In fact, as you might've noticed, blood will be the only spec in cata and atm blood is superior in high-end raiding. About your question: Blade Barrier. In the long run they are the same(well, BB has to get up but its uptime is big enough) but Anticipation is RNG based: it may #$%^ you and it may save you. When it saves you, you probably would have survived anyway, but if it !@#$s you... But as you are leveling it doesnt really matter. The difference is marginal, if any.
Edit: Yes, I'm sure it'd harm lots of innocent children to read the swear word for making love in a forum. Most children dont hang out here anyway.

Yes, BB will be up in longer fights, but as trash pulls usually last ~10 seconds, and BB get up after:(in frost with HB glyph's case) HB>DnD>BB 3 seconds(DnD>IT>PS>Pest 4.5 seconds without glyph) its uptime is about 70% on trash(not talking about bossfights). So really, it doesnt matter much.

a secondary reason to go blade barrier first is that you can get 1-2 pts in Scent of blood right after. RP generation is always good to have in frost. most of your rp get's used up on runestrikes and you almost never have any left over for frost strikes.
unless you want to get all your dmg mitigation first then that's up to you. northrend will hurt so having the standard 5/8/5 talents prior to getting there will be benficial

I prefer Blade Barrier as it applies to all damage and not just melee damage (as anticipation).
And to reiterate on Chiv's calculations, you will take 0.05*dodge_percent more melee damage if you have 5/5 in blade barrier instead of 5/5 anticipation. For my 67 DK (~11% dodge), that equates to 0.05% more melee damage. On the flip side, I am also taking 5% less damage from ranged and magic attacks.
As for my "rotation", it is typically HB->BB->BB->OB on trash (maybe DnD instead of last BB if we have additional adds incoming). I prefer 2 BBs over DnD as I want to keep Frost and Unholy runes for HB and OB (Rime procs) and FS in between. On boss mobs, it is IT->PS->BS->BS to get my blood runes on cooldown and then prioritize between HB (on Rime proc), BS (keep Blood Runes on cooldown), OB, and FS (rune dump).
