That's really... lackluster, to be honest. The whole thing seems PvP-oriented, which raises questions as to the viability of Moonkins in a Cataclysm raid environment.
Moonkin seems more nerfed than anything overall--Moonkin Form alone no longer provides crit, Improved Moonkin Form now provides only crit and no haste, and Celestial Focus has had the haste component removed, Genesis still sucks, and Lunar Guidance no longer provides a spell power bonus. Several talents are just needless bloating of the tree. The one upside seems to be Balance of Power, which seems significantly more useful.
In regards to the new spells, Solar Beam and Lunar Justice have zero raiding viability in the current build, Starsurge's cooldown seems too long to be useful, and Fury of Stormrage is way too far deep in Restoration to have any real use for Balance Druids.

Keep in mind when looking at the resto talents that we probably will have a very very different playstyle in cata. No more 5+1 raidhealing.

Keep in mind a couple things when looking at these trees:
1) You aren't seeing a lot of the "increases your damage by 1/2/3/4/5%" type talents on the more updated trees, because blizzard is removing those as they add mastery. So yes, you'll still have some talents like Starlight Wrath which provide a DPS increase, but there will be a lot more utility talents. The goal is that the single-target DPS cookie cutters will have several filler points, which you can spend on survivability, utility, control, or something that may not be your primary spec (e.g. a healer doing damage). This adds a lot of options for PvP, and makes the trees feel a little bit less "You have 71 talent points, spend 68 of them like this or you're a noob," because at that point why is there an option anyway (except to show which people actually read their class guides)?
2) These aren't done. I don't think the bear tree was touched at all, and I'm assuming balance and resto are far from finished. Also, since you don't know what Cataclysm holds in terms of how these changes will work in those instances (you don't know the numbers on the spells or the fights in the instances) you

with good reason say everything will be fine or that we will be OP. You can make conjecture and say you like/dislike certain things. But "OMG moonkin will be fail why bother playing" isn't very helpful.
Personally, looking at Efflorence...can you imagine how that would work with the new Nature's Bounty after a decimate? Let's use current numbers. You cast 4 regrowths in 6 seconds, assuming you crit on 3 of them. With a 9k crit, that gives you 3*9000*0.3*7/6 = 9450 HPCT

per person standing inside the effect. So let's say you've got 25 people stacked on it...236,250 HPCT just from that. Granted, they say they won't put as much AoE damage into fights, but holy crap I can see that as awesome on Stinky when patch 4.0 hits (and before Cata releases).

One thing that I noticed.
No talent IS, and no talents that I see that affect it.
Either:
1. It's been removed
Or:
2. It's now a leveling/resto/mitigation tool that won't do too much dmg.
I'd be REALLY sad if they pulled it from the game. I'd be ecstatic if they made it baseline!
