The ICC buffs will grant additional health based on the current number of stacks.
If you have an equal quality agility weapon and don't need the expertise then I'd stick with the agility weapon. If you don't have a comparable agility weapon and Oxheart drops then grab that sucker. Oxheart has the health but not much else to make it truly superior to other similar quality options.

Upgrades are upgrades and if the guy has the DKP or what have you to place himself within priority for this then he has more then earned the right to snag this item.

I don't see it as ninjaing if you have a valid method of rewarding time/effort that places a priority on you. Yes there is the common courtesy of passing on an item like that but jumping down their throat about that choice is

Yep, which is why it would be frowned upon a druid rolling it if anyone else could put it to better use. I'm just saying it's bad to jump down a feral's throat if they want it that badly and have the right to it.
DarkOpeth's comment reminds me of the "hunter weapon" stuff that went on over at thottbot.
That aside I'm not sure where I read it but I've heard that it's an effective upgrade once a feral hits the Crit cap.
