Heirlooms - yes, money - no.
(Well you can via the neutral AH but not directly - put an item like an apple or something on the neutral AH with your alt then ask someone you trust on the Ally side to buy the apple with money you would've provided him)

Say you have an alliance main and you want a horde alt, to get some startup capital, a good way is to collect
these
which can be sent cross faction, you can buy epic gems with Honor, so if you send over about 5, you can have some money for your horde alt. Just sell them in trade to avoid AH cuts, check the AH for the best ones to sell and make a tidy startup fund for your new alt.
This is the only way to move money cross faction without a second account that I know of.

True, precisely to prevent these kind of shenanigans (probably).
But the friend work around has to my knowledge never been frowned upon.
Another way is to have two accounts.
