Well, the slow weapon phenomenon also has to do with the proc rate of certain special abilities.
On Shamans, for instance, Windfury procs have an internal cooldown, and using faster weapons can cause Windfury to miss a proc, thus reducing your damage per second.
Or at least that's how I've understood it.

I know,but blizzard has/had several proc systems which they changed few times,i just hoped someone know whole history behind this.
I'm sure the information is out there, somewhere; I don't know if anyone has bothered to put it together in a cohesive, single article however. Perhaps check WoWWiki or Elitist Jerks?
