I just feel like, with only five more levels with Cataclysm, there won't be as much content...and they'll still charge what they did for Wrath...
I would argue that there's going to be more redone/new content than there was new content in BC or WotLK. They say that going from 80 to 85 should take about the same amount of time as going from 70-80, so that should give you an idea that you should have the same amount of quests in the new zones. Not only that, but they're changing EVERYTHING about Azeroth, even down to where you go to level and what factions level in what areas. If you're only interested in playing one character, but I have a feeling I'm going to pick my druid back up when Cata comes out.

But we don't have to have Cataclysm for the changes to the old zones, that's given to everyone.
You will need Cataclysm to truly get the most out of all the changes. You won't be able to access a lot of the new zones as well as old-world flying without the expansion.

There will be plenty of content. I'm finally gunna start leveling the 4 alts I have (that are stuck at lvl 20) because of all the new changes to Azeroth. Will be like a new game.

Something else crossed my mind: if they keep raising the level cap, it will take a lot longer for new players to reach the maximum, what in turn could prevent people from joining. Or they should make levelling a lot faster.
This won't happen, b/c as we've seen the levels are arbitrary. Blizz can actually increase or decrease the leveling time as they see fit by doling out more or less XP.
The biggest factors are two fold.
1. When they increase the xp gains people go through old content faster thus skipping over a lot more stuff. Debatable whether or not Blizz cares about this or whether they even should care. It is old content after all.
2. The psychological factor. This one is big as it can have a huge effect on whether players will pick up your game if say they had a daunting 300 levels in front of them. Still this one is also up in the air as there's no way to tell how much of an effect is present.
Sure it may be old content, but its new content to someone. Having exp gains so high that you skip multiple zones without trying (as it is now) can leave some people extremely annoyed or confused. So sure they could just give up and increase exp gains by 300% but that really serves no one any good as people won't learn their class (eg. DK's in Outlands.... seriously.)
But your second point is true. I've played enough MMO's where the level cap is something like crazy like 150 or 200. And by the time i get to level 60 i'm exhausted of leveling and want to do something awesome like raiding. Luckily WoW doesn't have that big of a problem with stuff like that, since leveling is pretty quick compared to some other MMO's. The quests are also pretty engaging now that you don't get burnt out from slaying 12 bears over and over again.
It's a fine balance between leveling speed so that new people don't get exhausted, but also long enough so people actually learn how to play their class in some respect. And as much as people disagree leveling is a huge part of the game.

3. Levels ARE stored as a 2 digit number. The amount effort it will take to change cannot be expressed in linear time.
There's no such thing as a 2 Digit number to store things in code. It's a number of bits as people have pointed out. I believe they probably have it coded as a 32 bit or 64 bit integer, which means we've got at least 33,000 levels or something.
The only way it could be a problem is if they stored the level as a 2 wide array of characters (which would have been really silly).
On the thought that having the levels too high would make it really difficult to level from scratch. I can certainly imagine them changing things up to make things more flexilble when you start a toon. Maybe allowing you to start at level 10 or 20 or something.
