No, this is incorrect. You're executing the "other" move on the following GCD. So what is better, having your white hit timer start executing 40% faster as soon as possible, or receiving 8% extra damage on 1 or 2 white hits that go off before the next GCD? The answer is clearly 40% attack speed.
In all fairness, your argument is flawed. Which ever skill you pop first, it will benefit to an equal number of attacks during the gcd until you activate the second skill. The gcd is the same for both abilities. Not saying you're right or wrong on the matter at hand.
There is no flaw in my logic or my argument. Slice and Dice is clearly the bigger boost in DPS when no other moves are used - if you want to see the logic in place, just go autoattack a mob, pop SnD and hit it for 10 seconds, then pop HfB and hit it for 10 seconds. When you aren't performing midrounds (combo builders and finishers) HfB is significantly less benefit. SnD results in 40% more white damage and a highly increased chance to proc poisons. HfB results in 8% more white damage and poison damage, in the same time frame.
Either way you do it, it likely barely counts in the end anyways, especially for boss fights. If you land one extra white hit at 700 damage because of it, you gain a whopping 2.33 DPS in a 5 minute fight. If you gain 8% damage on two 700 damage white hits, you gain a whopping 0.37 DPS. If you factor a poison proc into either, it is even more in favor of SnD.
All for that precious 2 DPS.

You're right, as snd could indeed possibly toggle the number of hits landed between gcds. Brainfart on my end.
