Because they don't want people getting the server first just by swapping out a current character for one of the new races. Probably won't occur till 2-3 months after release.

It would be great if they'd just remove the stupid server firsts. I'd pay more money than they currently charge just to have my belf off the horde and off my server but now I'll have to wait months or do something lame like have to play a new character to have worgen. It also kinda encourages people to abuse power levelling and such to get the server firsts.
Well, you can do that; as the Worgen don't have the paladins, but what the OP was suggesting was going from BE to Tauren, which, again, probably won't be allowed for a few months after the release, probably the same for the Worgen/Goblin Death Knights as well. Even if they do take off the Server firsts, they'll still probably keep the time lapse, just to force people to actually level the new class/race combos in Old Azeroth seeing as they are reworking the entire thing.

Belf Hunter-> Worgen hunter I guess I'm gonna wait. In theory it should give me time to level a worgen druid to 60ish if I do it actively. Blizz has already said they're restricting any and all faction/race changes for a couple months, hence my problem.
Heh ah, misinterpreted that; and it will, they've said the BoA items won't work after 80, but until that point, feel free to use them all you want. Like I said above, it makes sense, they put all the effort into reworking Azeroth, might as well have a look around it at low levels.

I dunno why, but I figured they were gonna do some phancy phasing phun for us so people could actually do the lower level stuff and Blizz could keep from having to redesign EVERY azeroth quest.
Nope, seeing as the rumours are out there that Loremaster is going to end up being a Feat of Strength to make way for a new one.

Tauren isn't a new race, and there are no Server First achievements that's tied to race AND class combinations. You'd still be on equal ground as any other paladin or tauren.
So, in essence: Yes, it should be possible. There's really no reason not to.
To further add to the whole thing: I'm pretty sure I heard they'd remove the Server First achievements in Cataclysm quite a while ago.

Your probably okay with transferring to a Tauren Paladin. Blizzard hasn't said anything confirming or denying transfers to the new race/class combos (although I'm sure you'll need Cataclysm installed).
If you're also planning to do a transfer to one of the new races however, you are out of luck.

Do you have a source for that?

A few things about Cata I think.

Here's what I found:

Q. Are heirloom items and the recruit a friend system going to work at the start of Cataclysm, in particular for Worgens?
A. Most likely heirlooms. For recruit a friend, we'll have to see. We understand some players want to get to the end game as fast as possible. Maybe the realm first achievements should state "without XP bonuses." :)
Now, it's hard to tell if he's just talking about worgens, or if he is referring to heirlooms after 80 too.

I'm pretty sure I heard the same; that heirlooms won't work after 80. It's rather logical really, the advantage is simply too great for a "main" to have.
However, I really hope they plan to add an "upgrade token" (from level 85 emblem/tokens), that lets the heirlooms work till 85, for your alts.
