Steve, the Omniscient One
------
Passive: Stunted Empty Facedirt of Unlearning Spheres
- All enemy champions have 2.91...% reduced movement speed, gain 2 less gold from kills, and gain 7.407...% less experience points.
Spawn times are increased by 10% each time a champion dies. This effect stacks infinitely.
All movement speed diminishing returns are suppressed (both upwards and downwards).
Steve is not affected by the cooldown reduction cap.
Steve passively gains experience, leveling at the same rate as a solo laner who persistently stays in his or her lane.
Steve is rooted and unable to move.
Steve has no basic attack.

Q: Fake Out
- 6 second cooldown after first cast.
Passive:
You now have a grid that allows you to select any champion, ally or enemy, regardless of the fog of war. This does not show champion information.
Active One:
Deals 1 true damage to all champions then heals 1 damage to all champions.
Active Two:
For up to 5 seconds after, allows you to mark a champion, visually placing them at one health and causing attacks against them to trigger the bloody screen. The champion does not actually get placed at one health. Lasts for 6 seconds.

W: Hell's Pitfall
- 8 second cooldown.
Passive:
All health bars are now visually shown to display 10/1/0.1/0.01/0.001 points of health on all HUDs except for yours.
Active:
Places a trap that lasts for 25 minutes, briefly revealing an area then persistently revealing a smaller area while the trap is active. If an enemy approaches within 300 range of the trap, they are feared towards the trap until it is triggered. Once the trap is triggered, all enemies within 300 range suffer magic damage over 4 seconds and are revealed for 12 seconds. In addition, while affected by the trap, affected targets have a visual range limited to their own champion and suffer from reduced armor and magic resist, while also having their runes and masteries disabled. Finally, during this time, the affected champions have their framerates reduced to one.
The trap cannot deal lethal damage to enemy champions unless they have suffered damage from a champion that is not Steve within the last 30 seconds.

E: Extrasensory Kinetic Movement Generator of Compelling Force
- 4 second cooldown
Active:
Moves a target champion in a target direction by 750 units. The champion is then taunted to attack the nearest unit, prioritizing champions followed by structures, for 1.5/2/2.5/3/30 seconds. This effect ignores Tenacity.

R: Stay of Execution/Unmerciful Smiting
- One Millennium (after first cast)
Note: This ability is not affected by cooldown reduction.
Passive:
Steve no longer gains gold from champion kills and assists. Instead, the summoner gains an amount of Riot and Influence Points equal to the sum of Steve's kills, deaths, and assists and the dying champion's kills, deaths, and assists, as well as the spawn time of the champion (in seconds) multiplied by 100. The dying champion's summoner loses an equal amount of Riot and Influence Points. A summoner's Riot and Influence Points can go negative due to this passive.
Active One:
Marks all enemy champions for one millennium, causing Mortal Wounds, which reduces all healing effects on the targets by 99%. In addition, all champions except Steve have their vision limited to their own champion and game sounds are shut off for 4 seconds.
Active Two:
After a three second channel, smites all enemy champions, dealing true damage to each enemy champion equal to 25% of their maximum health. If a target is affected by Hell's Pitfall, they suffer an additional 5% of their maximum health in true damage.
If Unmerciful Smiting successfully kills a champion, the cooldown is reset.
If it does not, the game automatically ends. If the game was a ranked match, all participants have their League Points set to 0 and are demoted down to the 5th Division of their League.

I somehow got matched with a level 23 and a level 12. Whilst doing Draft Pick.
Then in ranked somebody called top (was second pick) locked in Udyr, then the guy who called jungle was like "I thought I was jungling" and locked in Garen.

While that is kinda dumb, I've always wondered how a Jungle Garen would work out. He's got the spin-to-win style and with a Ravenous Hydra you'd think he'd clear stuff pretty quick. Plus the speed / silence into a quick pick-up with the Execute could work out good.
Garen faces the 'season two Pantheon' (as I call it) problems in which if he does not have access to a significant amount of gold his lack of utility means that he will either be tanky but utterly ignorable (esp. without the experience of a solo lane to bolster his abilities) or have some damage but get utterly blown up before he has the chance to use it (esp. again without the base health levels provide), also damage is in general too expensive a pickup for most junglers and doesn't fit the meta. His ganks would be pretty terrible on all but the most overextended of enemies.
Basically: If you're Garen, you have to win HARD or go home. I can't count the number of times in ranked I've seen say "win lane lose game" because that's how it works. Even if you're up by a few cs, every other character in the game outscales you because of their ability to deal damage while being comparatively tanky and just have general teamfight utility. You have to have kills on them. Preferably many of them. You have to be FED if you want to be effective. This combined with the low gold/exp. from the jungle would make you extremely weak.
Tl;dr Jungle Garen would be useless. He doesn't have the utility to scale through the game as a jungler.
