I didn't looked deep into the issue, but I have to comment one slight thing:
These marks obtained ONLY through PvP. In contrast to Stone Keeper's Shards, that could be collected in PvE instances. (Even they are subject to PvP mechanics, you are not necessarily involved into them, when collecting shards)
