With holy light spam, DP on every cooldown?

Simple question, should I be using divine plea each time it comes off cooldown if I'm holy light spamming in a raid?
I only ask because I've been a flash of light spammer until now, and I'm getting to the 30k mana mark and it seems like a good time to go to the
holier side
.

I don't know necessarily that I would advise using it on every cooldown. The key is to use it (if you need to) when you know there is going to be a lull in damage, or when you can blow some cooldown to power through it. You also might need to coordinate with the other healers so that they can pick up your slack - 50% reduced healing just hurts a lot.
Do you find yourself running oom?

I don't raid much on my paladin, but on my druid when I go OOM after heavy you-stood-in-the-fire-but-I-want-to-get-through-this-boss spam, I'll call out in vent "I'm slacking for a minute for mana" so the other healers know I'm getting my spirit regen for about 20-30 seconds. I usually do this during a lull, which allows them to cover my slack fairly easily. Basically there's two things to consider - communication and raid awareness - do your other healers know what you're doing, and will the next portion of the fight be forgiving if your numbers are less?

No, if you've been FoL spamming you're probably used to fights be kind of forgiving on healers, but you can't just heal through a 50% healing reduction every minute.
Also, HL 'spam' is a bad idea. HL 'use it when it's appropriate' is what you want to do. Therefore you aren't going to be burning through your mana as fast as you probably think you are. In a lull in the fighting, use a mitigation CD along with DP, but be careful to balance your use of mitigation CDs for mana recovery with your use of them for surviving heavy burst damage.
