There's really no point in making IoL stackable. How often do you cast a Holy Shock and then nothing for six seconds while it comes off cooldown? How often do you do that twice in a row? How often does HS have a 100% crit rate? Otherwise it sounds pretty overpowered, but I'm OK with that. Other healers might not be, though.

Oh I didn't read that the extra shocks are capable of producing procs. That's even more overpowered than I thought.
While we're at it:
Divine Plea: The healing reduction of this spell has been reduced back to 3.0.8 levels (20% reduction). Feel free to HL bomb your way through naxx in quest greens again!
Seriously though, I miss that.

That would hurt too much. The idea of the short CD and healing debuff is that you don't usually let it go the full time, just grab a few ticks here and there when you can. It's usually up every time you can do that, and it's also up during long phase changes (where it's almost overpowered).
Also tanks tanking content with fights more than 15 seconds apart would really really hate that, and ret would have mana troubles.
